An extended meeting via videoconferencing was held with ministers, chiefs of agencies, mayors of cities, towns and districts under the chairmanship of Head of the Donetsk People’s Republic Denis Pushilin on Thursday of May 14.
The event was also attended by First Deputy Chief of the DPR Head’s Administration Gennady Lebed, Chief of the DPR Head’s Control Directorate and Chief of the Interagency Operational Headquarters for the Prevention of Importation and Proliferation of the COVID-19 Infection Olga Korol.
At the beginning of the meeting, the Head of the DPR congratulated the participants in the meeting and the citizens of the Donetsk People’s Republic on Constitution Day.
“The exceptional importance of this event and its historical significance in the process of establishment of our state are obvious and undeniable,” Denis Pushilin stressed.
According to him, since the adoption of the Constitution, the Donetsk People’s Republic has not deviated from the strategic course the people chose during the referendum.
“Having ensured the real guarantees of human rights and freedoms, the Republic follows the path of building the rule-of-law state, developing civil society institutions, observing the rights and freedoms of citizens,” the leader of the country stated.
Then he proposed proceeding directly with the agenda of the meeting.
“The mayors of all the cities, towns and districts of the Republic are in touch with us. And the first issue that we will review is the epidemiological situation,” Denis Pushilin.
Then Olga Korol, the Chief of the DPR Head’s Control Directorate and Chief of the Interagency Operational Headquarters, reported on the epidemiological situation in the Republic. She said that the situation is kept under control and the coronavirus is prevented from proliferating rapidly thanks to the restrictive measures introduced.
“Nevertheless, we register new cases of the infection in the Republic every day. Based on the situation, it has been decided to extend the restrictive measures until May 31, 2020. However, some of the measures have been eased off. Thus, self-isolation of citizens aged over 65 has become of a recommendatory nature starting May 14. It is allowed to independently engage in physical training and sports in the open air, as well as to spend leisure time in parks and recreational facilities.
It is forbidden to conduct all mass events. People still must wear masks in buildings, structures, and public transport vehicles. There is also a restriction on crossing the borders of the Donetsk People’s Republic,” Olga Korol told.
The Ministry of Education plans to synchronize the timing of the state exams with the timing of the Unified State Exam in the Russian Federation, especially taking into account the fact that a record number of students of general educational organizations of the Republic, 348 eleventh-grade students, have registered for the Unified State Exam this year,” the minister told.
Further on, the chairman of the meeting proposed discussing the next agenda item.
“The Ministry of Construction Industry, Housing and Public Utilities Sector of the Donetsk People’s Republic has drawn up an action plan for 2020. It is aimed at providing and creating favorable living conditions for citizens in apartment buildings, ensuring the functioning of the social sphere and reconstructing the Republic’s housing stock damaged by hostilities,” Denis Pushilin said.
Minister for Construction Industry, Housing and Public Utilities Sector Sergey Naumets reported on the priority measures to reconstruct and overhaul housing and social facilities within the established financing limits for the total amount of 322 million rubles. Thus, the Ministry of Construction plans to reconstruct 46 apartment buildings and 33 social facilities damaged by AFU fire. It is also planned to overhaul 19 social facilities.
