On Wednesday of June 3, Head of the Donetsk People’s Republic Denis Pushilin took part in the opening and plenary session of the IV International Research-to-Practice Conference on Ways to Improve the Efficiency of Management of Public Authorities in the Context of Socio-Economic Development of Territories.
Donetsk Academy of Management and Public Service under the auspices of Head of the Donetsk People’s Republic hosts the conference, which is being held via videoconferencing.
Among the participants, there are representatives of public authorities, business, higher professional education establishments of the Republic, as well as researchers from the Russian Federation, the Lugansk People’s Republic, Belarus, Georgia, Moldova, Great Britain, Federal Republic of Germany, Spain and Latvia.
According to the organizers, the purpose of the conference is to find ways to improve the effectiveness of public management in the following areas: law, education, economics, finance and social policy.
The Head of the Donetsk People’s Republic delivered a welcome speech to participants in the research-to-practice conference.
“I welcome participants in the IV International Research-to-Practice Conference! I am sincerely grateful to my colleagues from neighboring and far-abroad countries for their attentive attitude to the prospective tasks of formation and development of the statehood of the Donetsk People’s Republic, as well as for the willingness to share experience of solving the most pressing issues of today.
We have passed a hard path of state-building. In May 2014, the people of Donbass unanimously voted for the way to Russia. We have one language, one culture, we are building a state system identical to Russia. Our laws are synchronized with Russian legislation, and our citizens acquire Russian passports. We are going to Russia at rapid-fire pace, and this path is irreversible.
Today, the task of the public service is to establish Russian standards in all the spheres of life of our citizens at the level of the Russian Federation.
This year the Republic adopted the Law On Public Service, when elaborating it we looked up to the Russian system of public service. We are facing the most important task to improve the quality of public service in the Republic for the benefit of every citizen, based on Russian experience.
The success of the Donetsk People’s Republic, our decisions and initiatives largely depend on the efficiency of those who work in public service. Officials must understand that protecting citizens is their job.
Separately, I would like to address the organizers of the conference — the staff of Donetsk Academy of Management and Public Service. Make the most of the best experience of the Russian Federation and strengthen cooperation with public authorities of the Republic, so that your activities in the field of training of personnel for public authorities and national economy may contribute to our main goal, which lies in improving the level of socio-economic development of the Republic and, consequently, the living standards of every citizen of the Republic.

The participants were also welcomed by Deputy Prime Minister of the Donetsk Republic Vladimir Antonov, Minister of Education and Science Mikhail Kushakov, Doctor of Economic Sciences, Associate Professor, Rector of Donetsk Academy of Management and Public Service under Head of the Donetsk People’s Republic Larissa Kostrovets.
Reports at the plenary session were made by Deputy Chairman of the DPR Government Vladimir Pashkov, Chairman of the People’s Council Vladimir Bidyovka, Doctor of Economic Sciences, Professor of the Department of Theory of Management and Public Service of Donetsk Academy of Management and Public Service under the Head of the Donetsk People’s Republic Galina Gubernaya, DPR Minister of Youth, Sports and Tourism Alexander Gromakov, Mayor of Yasinovataya Dmitry Shevchenko, Deputy Prosecutor General of the DPR Maria Podsushnaya.
After the plenary session, five subpanels of the conference in the following areas will begin their work today:
- Strategic management of economic development;
- Improving the quality of management of socio-economic development in the region;
- Theoretical-legal and philosophical-psychological basis for ensuring social innovation in the activities of public authorities;
- Modern mechanisms of public administration in conditions of social and economic transformations;
- Methodological bases of functioning and development of financial and banking mechanisms of economic management.
A roundtable meeting on Strategic Guidelines for the Development of Public Management in the Donetsk People’s Republic will take place on June 4, where a Resolution of the IV International Research-to-Practice Conference on Ways to Improve the Efficiency of Management of Public Authorities in the Context of Socio-Economic Development of Territories will be adopted.
