Как сообщало ранее Представительство Донецкой Народной Республики в СЦКК и переговорном процессе, украинская сторона своими действиями фактически полностью сорвала выполнение рамочного решения от 21 сентября 2016 года о разведении сил и средств.
Несмотря на то, что данный вопрос постоянно поднимается как на заседаниях рабочей группы по вопросам безопасности, так и на заседаниях самой Контактной группы в Минске, украинская сторона не намерена выполнять подписанные соглашения.
Так, согласно отчету СММ ОБСЕ от 20 мая 2018 года, ВСУ не только не вывели ранее обнаруженную технику и не покинули свои позиции в пределах пилотного участка разведения № 3 «Петровское – Богдановка», но и продолжили оборудование своих позиций:
«СММ зафиксировала боевые бронированные машины и военные позиции в пределах и вблизи участка разведения в районе Петровского (для ознакомления с информацией о результатах предыдущих наблюдений в этом районе см. Ежедневный отчет СММ от 28 марта 2018 года и Ежедневный отчет СММ от 3 мая 2018 года). 18 мая беспилотный летательный мини-аппарат (БПЛА) СММ выявил, вероятно, боевую машину пехоты на участке разведения в 1,2 км от его западного и северного краев (была замечена там и ранее, 10 марта, см. Ежедневный отчет СММ от 14 марта 2018 года), следы протяженностью 600 м, некоторые из них якобы вели к расположенной в лесопосадке военной позиции вместе с БМП-2. Кроме того, БПЛА впервые зафиксировал позиции Вооруженных сил Украины с огневыми позициями и ведущими на запад следами на расстоянии примерно 600 м далее к северу — все в пределах участка разведения.
Тот же БПЛА также выявил свежую траншею длиной 100 м, расположенную к северу от дороги между н. п. Богдановка (неподконтрольный правительству, 41 км к юго-западу от Донецка) и н. п. Викторовка (неподконтрольный правительству, 42 км к юго-западу от Донецка), на удалении примерно 200 м к северу от участка разведения и свежее 30-метровое продление 300-метровой траншейной системы в 600 м далее к северу (ни одной из этих траншей нет на изображениях воздушного наблюдения от 1 февраля 2018 года), а также находившуюся рядом с ними БМП-2».
Отметим, что наблюдатели СММ ОБСЕ ошиблись, указывая ответственность сторон, поскольку н.п. Богдановка находится под контролем ВСУ, а н.п. Викторовка находится в зоне безопасности, или так называемой «серой» зоне.
Таким образом, в отчете СММ ОБСЕ в очередной раз зафиксировано циничное и грубое нарушение украинской стороной рамочного решения о разведении сил и средств.
Не устанем призывать СММ ОБСЕ и страны-гаранты Минских соглашений – Германию и Францию – кураторов украинских преступников прекратить политику двойных стандартов и наконец-то начать совершать реальные поступки для установления мира на земле Донбасса!
As the Representative Office of the Donetsk People’s Republic to the JCCC and negotiation process previously reported, the Ukrainian side by its actions completely has actually thwarted the implementation of the framework decision on the withdrawal of forces and weapons as of September 21st, 2016.
Despite the fact that this issue is constantly raised both at the meetings of the working group on the security issues and at the meetings of the Contact Group itself in Minsk, the Ukrainian side does not intend implementing the agreements signed.
Thus, according to the report of the OSCE SMM dated May 20th, 2018, the AFU did not withdraw the previously located equipment and did not leave their positions within the pilot site of withdrawal No. 3 Petrovskoye-Bogdanovka, and also continued to reinforce their positions:
“The SMM recorded armored fighting vehicles and military positions within and close to the site of withdrawal in the area of Petrovskoye(for information on the results of previous observations in this area, see the Daily Report of the SMM dated March 28th, 2018 and the Daily Report of the SMM dated May 3rd, 2018) . On May 18th, an SMM unmanned aerial vehicle (UAV) probably identified an infantry fighting vehicle at the withdrawal site 1.2 km from its western and northern edges (it was noticed there earlier, on March 10th, see the Daily Report of the SMM dated March 14th 2018), traces of 600 meters, some of them allegedly led in the forest plant together with BMP-2. In addition, the UAV for the first time recorded positions of the Ukrainian Armed Forces with firing positions and westward traces at a distance of about 600 m further north — all within the withdrawal site.
The same UAV also revealed a fresh trench 100 m long, located north of the road between the village of. Bogdanovka (not controlled by the government, 41 km south-west of Donetsk) and the settlement of Viktorovka (not under control of the government, 42 km south-west of Donetsk), at a distance of about 200 m to the north of the withdrawal site and a fresh 30-meter extension of the 300-meter trench system at 600 m further north (none of these trenches are depicted on air surveillance images as of February 1st, 2018), as well as the BMP-2 near them.”
It is noteworthy that monitors of the OSCE SMM are mistaken, indicating the responsibility of the parties, since Bogdanovka is under the control of the AFU, and Viktorovka is in the security zone, or the so-called “grey” zone.
Thus, in the report of the OSCE SMM, a cynical and flagrant violation by the Ukrainian side of the framework decision on the withdrawal of forces and armaments was once again documented.
We will by untiringly urging the OSCE SMM and the guarantor countries of the Minsk Agreements – Germany and France – the curators of Ukrainian criminals to stop the policy of double standards and finally start taking real actions to reestablish peace in the land of Donbass!
