Вопрос работы Единых регистрационных центров в Республике рассматривался сегодня, 12 июня, во время рабочего совещания Главы ДНР Александра Захарченко с и.о. министра юстиции ДНР Еленой Радомской, сообщает корреспондент официального сайта ДНР.

«Задачи, которые стоят перед Министерством юстиции, важные и сложные. Сначала перед вами стояла задача — организовать работу по выдаче документов из ЗАГСов. С этой работой вы справились. Сейчас перед нами стоит другая задача – решить вопросы с выдачей документов на недвижимое имущество. Необходимо решить вопрос с очередями в регистрационных центрах. Также поступают вопросы о соответствии зарплаты сотрудников ЕРЦ уровню сложности их работы», — отметил Александр Захарченко.

Елена Радомская рассказала Главе Республики, что сотрудники регистрационных центров сейчас работают на ставке, но существует специальный фонд, из которого будет выплачиваться премия работникам центра.

Также Александр Захарченко отметил, что Донецк — густонаселенный город, и услугами ЕРЦ пользуется большое количество людей, из-за этого возникают большие очереди, что создает неудобства для граждан Республики, то есть возникла необходимость в открытии филиала ЕРЦ.

«Сейчас благодаря введению электронной очереди каждый обратившийся в ЕРЦ житель Республики может взять талончик на любой день для подачи документов. Это уже решит проблему с очередью. Кроме того, мы изменили режим работы центров, которые теперь принимают документы с 7:30 до 20:00. Сейчас также рассматривается вопрос открытия государственной нотариальной конторы, при которой мы можем открыть филиал ЕРЦ», — рассказала Елена Радомская.

Также и.о. министра юстиции отметила, что сейчас существует ажиотаж вокруг органов регистрации права собственности, который связан с тем, что около 2 лет в Республике рынок недвижимости полноценно не работал.

«Сейчас рынок недвижимости оживился, поэтому возникла потребность у населения в оформлении документов. Кроме того, существует большое количество наследственных дел. Однако этот поток закончится и такого ажиотажа не будет», — рассказала Елена Радомская.

Глава Республики Александр Захарченко поручил Министерству юстиции в течение недели разработать предложения по улучшению работы Единого регистрационного центра в Донецке.

И.о. министра юстиции отметила, что в других городах и районах Республики проблем в работе Единых регистрационных центров нет, как и очередей. В планах открытие ЕРЦ в городе Снежное.

В свою очередь Глава Республики подчеркнул, что необходимо усиливать информационную работу и объяснять гражданам, как действуют центры.

Также в ходе рабочего совещания обсуждался вопрос работы государственных нотариальных контор.

«19 июня пройдут экзамены будущих нотариусов-стажеров. Как только они будут назначены, планируем открыть 9 государственных нотариальных контор: Киевский и Куйбышевский районы Донецка, Снежное, Кировское, Макеевка, Харцызск, Старобешево, Тельманово, Шахтерск. Также ведется подготовка к открытию нотариата в Новоазовском районе», — рассказала Елена Радомская.

По окончании совещания Глава Республики поблагодарил Елену Радомскую и сотрудников Министерства юстиции за проделанную ими работу.

The issue of work of the Unified Registration Centers in the Republic was considered today, on June 12th, during the working meeting of Head of the DPR Alexander Zakharchenko with acting Minister of Justice of the DPR Elena Radomskaya, a correspondent of the DPR official website reports.

“The tasks set before the Ministry of Justice are important and complicated. First, you got the task to organize work on the issuance of documents from registry offices. You have coped with this work. Now we face another tank to resolve issues with the issuance of documents for real estate. It is necessary to solve the issue with the queues at the registration centers. There are also questions about the compliance of salaries of URC employees with the level of complexity of their job,” Alexander Zakharchenko noted.

Elena Radomskaya told the Head of the Republic that the employees of the registration centers now work on the public payroll, but there is a special fund from which the wage bonus will be paid to the employees of the center.

In addition, Alexander Zakharchenko noted that Donetsk is a densely populated city, and a large number of people use the services of the URC, because of this, large queues arise, which creates inconvenience for the citizens of the Republic, that is, there is a need to open a branch of the URC.

“Now thanks to the introduction of the electronic queue, every resident of the Republic who applies to the URC can take a coupon for any day to submit the documents. This already solves the problem with the queue. In addition, we have changed the availability schedule of the centers, which now accept documents from 7:30 to 20:00. Now we are also considering the issue of opening a state notary’s office, where we can open a branch of the URC,” Elena Radomskaya told.

Acting Minister of Justice also noted that now there is a fuss over the property registration agencies, which is connected with the fact that for about 2 years the real estate market in the Republic has not fully functioned.

“Now the real estate market has revived, so the population requires a legal paperwork. In addition, there are a large number of hereditary cases. However, this flow will end and this rush will disappear,” Elena Radomskaya told.

Head of the Republic Alexander Zakharchenko instructed the Ministry of Justice to draw out proposals within a week to improve the work of the Unified Registration Center in Donetsk.

Acting Minister of Justice noted that there were no problems with the work of the Unified Registration Centers in other towns and districts of the Republic, as well as with the queues. The URC is going to open up in the town of Snezhnoye.

In his turn, the Head of the Republic stressed that it was necessary to step up the information work and explain to citizens how the centers operate.

Also during the working meeting, the issue of the work of state notary’s offices was discussed.

“Future trainee notaries will pass the exams on June 19th. As soon as they are appointed, we are going to open 9 state notary’s offices: Kievsky and Kuibyshevsky districts of Donetsk, Snezhnoye, Kirovskoye, Makeyevka, Khartsyzsk, Starobeshevo, Telmanovo, Shakhtersk. Preparations for the opening of a notary’s office in Novoazovsky district are also underway,” Elena Radomskaya told.

At the end of the meeting, the Head of the Republic thanked Elena Radomskaya and officials of the Ministry of Justice for the work they had done.
