Сегодня, 27 июня, состоялось очередное заседание гуманитарной подгруппы в Минском формате. Как сообщает пресс-служба Уполномоченного по правам человека в ДНР, полномочные представители украинской стороны на встречу не приехали.

«По вине официальных представителей Украины нам так и не удалось обсудить ни один вопрос повестки дня, а именно:
— подписание Декларации об осуждении любых форм пыток, жестокого обращения, насилия и угроз его применения в отношении лиц, заключенных под стражу в связи с конфликтом;
— проведение второго этапа обмена в формате «всех установленных на всех установленных»;
— вопрос о лицах, пропавших без вести;
— возвращение документов, а также правовой статуса лиц, вернувшихся на территорию Донецкой Народной Республики в результате обмена.

По причине халатного отношения украинской стороны остается очень много открытых вопросов. Хочу отметить, что мы не понимаем, как можно двигаться дальше, и мы очень сильно разочарованы. Мы возлагали большие надежды на сегодняшние переговоры, так как следующее заседание подгруппы состоится почти через месяц, 25 июля. Также могу сказать, что ни одна письменная позиция со стороны Украины так и не была предоставлена», — заявила Дарья Морозова.

Со своей стороны представители ДНР в очередной раз напомнили координатору подгруппы Тони Фришу о том, что Донецкая Народная Республика уже не первый месяц готова провести второй этап обмена в формате «всех установленных на всех установленных».

«Также мы выразили приверженность к подписанию Декларации об осуждении любых форм пыток, жестокого обращения, сексуального насилия и угроз применения насилия в отношении лиц, заключенных под стражу в связи с конфликтом, но именно в том формате, в котором предлагает господин Фриш.
Украинская сторона вновь показала свое нежелание выполнять Минские соглашения и продемонстрировала свое истинное отношение к судьбам своих же граждан. Хочу напомнить, что по обе стороны линии разграничения находятся семьи как удерживаемых лиц, так и лиц, безвестно пропавших, и данные семьи должны знать, что с их родными и близкими», — резюмировала омбудсмен ДНР.

Today, on June 27th, the recent meeting of the humanitarian subgroup in the Minsk format took place. According to the press service of the DPR Human Rights Commissioner, the plenipotentiary representatives of the Ukrainian side did not attend the meeting.

“Through the fault of the official representatives of Ukraine, we have not been able to discuss any issue on the agenda, namely:
— the signing of the Declaration on the condemnation of all forms of torture, ill-treatment, violence and threats of using it against the persons detained due to their involvement in the conflict;
— the second stage of the exchange in the “all identified for all identified” format;
— the issue of missing persons;
— the return of documents, as well as the legal status of persons who have returned to the territory of the Donetsk People’s Republic through the exchange.

Due to the negligent attitude of the Ukrainian side there are a lot of unresolved questions remained. I want to note that we do not understand how it could be possible to move on, and we are very disappointed. We had been optimistic about today’s negotiations, since the next meeting of the subgroup takes place almost in a month, on July 25th. I can also say that no written position on the part of Ukraine has ever been provided,” Darya Morozova claimed.

For their part, the representatives of the DPR have again reminded coordinator of the subgroup Tony Frisch that the Donetsk People’s Republic for several months has been ready to hold the second stage of the exchange in the “all identified for all identified” format.»

“We also expressed our commitment to signing the Declaration condemning all forms of torture, ill-treatment, sexual abuse and threats of violence against the persons detained due to their involvement in the conflict, but it must be only in the format that Mr. Frisch offers.
The Ukrainian side has once again showed their unwillingness to implement the Minsk agreements and demonstrated their true attitude to the fate of their own citizens. I want to remind you that on either side of the separation line there are families of both the persons detained and the persons missing, and those families should know what has happened to their relatives and family members,” the DPR Ombudsperson summed up.
