В ходе заседания Контактной группы полпред ДНР Денис Пушилин обратил внимание участников, что ремонтно-восстановительные работы на шламонакопителе III очереди фенольного завода вблизи линии соприкосновения проходят в штатном режиме. Об этом сообщает сегодня, 25 июля, источник на переговорах в Минске. На данный момент украинская сторона выполняет свои обязательства, что подтверждают регулярно поступающие в адрес СЦКК фотоотчеты, а также обнародованная в отчете СММ ОБСЕ информация о том, что, по данным воздушного наблюдения БПЛА СММ, по состоянию на 17 июля новых признаков военного присутствия сил и средств по сравнению с данными воздушного наблюдения на момент начала работ не выявлено.
Такое поведение украинской стороны в вопросе восстановительных работ на шламонакопителе лишь подтверждает, что при заинтересованности она способна договариваться и соблюдать договоренности.
Напомним, 10 июля, после длительных переговоров при содействии СММ ОБСЕ, украинская сторона в СЦКК предоставила письменные гарантии выполнения условий для проведения ремонтно-восстановительных работ на шламонакопителе III очереди фенольного завода в пгт Новгородское, подконтрольном ВСУ (неиспользование режима тишины для укрепления старых и оборудования новых позиций в этом районе; выполнение работ в светлое время суток; регулярное предоставление фотоотчета о ходе работ).
К сожалению, ситуация с согласованием поданных Республикой заявок на проведение ремонтно-восстановительных работ критически важных инфраструктурных объектов остается без прогресса. Украинская сторона продолжает деструктивную практику согласования лишь тех заявок, от которых зависит и ситуация на подконтрольной ей территории. Из 100 направленных с начала года заявок согласованных только три, а это значит, что мирные граждане, живущие вблизи линии фронта, продолжают страдать.
В этой связи полпред ДНР Денис Пушилин обратился к СММ ОБСЕ с просьбой способствовать прекращению избирательного подхода украинской стороны, который нарушает права людей, живущих на территории ДНР, и содействовать в предоставлении необходимых гарантий для проведения ремонтно-восстановительных работ на всех жизненно важных объектах инфраструктуры.
During the Contact Group’s meeting, DPR plenipotentiary Denis Pushilin drew the participants’ attention to the fact that the repair and restoration works at the sludge storage facility of the 3rd stage of the phenolic plant near the contact line are underway in normal mode. This was reported today, on July 25th, by a source at the talks in Minsk. At the moment, the Ukrainian side fulfills its obligations, which is confirmed by regular photo reports sent to the JCCC, as well as information published in the OSCE SMM report that, according to the airborne monitoring by use of the SMM’s UAV of, as of July 17th, no new signs of military presence of forces and means compared with the data of air monitoring at the time of the beginning of the work have been revealed.
This behavior of the Ukrainian side regarding the matter of the reconstruction works at the sludge collector only confirms that, being interested in, they can negotiate and comply with the agreements.
Recall, on July 10th, after lengthy negotiations with the assistance of the OSCE SMM, the Ukrainian side to the JCCC provided written guarantees for fulfilling the conditions for carrying out repair and restoration works at the sludge storage facility of the 3rd stage of the phenolic plant in the urban-type village of Novgorodskoye, which is controlled by the AFU (without taking advantage of the ceasefire to reinforce the former positions and equipment of new ones in the area, work in the daytime, regular provision of photo reports on the progress of the work).
Unfortunately, the situation with agreeing on the applications submitted by the Republic for carrying out repair and restoration works of the critical infrastructure facilities remains without progress. The Ukrainian side continues the destructive practice of agreeing only on those applications that the situation in the territory under their control depends on. Of 100 applications submitted since the beginning of the year, only three have been agreed upon, which means that civilians living near the front line continue to suffer.
In this regard, DPR plenipotentiary Denis Pushilin requested the OSCE SMM to help deal with the selective approach of the Ukrainian side, which violates the rights of people living in the territory of the DPR and assist in providing necessary guarantees for carrying out repair and restoration works at all the critical infrastructure facilities.
