В Минске началось заседание Контактной группы / The Contact Group’s meeting in Minsk has begun

Началось первое заседание переговорщиков в Минске с участием нового полномочного представителя Донецкой Народной Республики в Контактной группе – Натальи Никоноровой. Как сообщает источник на переговорах в Минске, основными вопросами для обсуждения станут:

— в рамках работы подгруппы по вопросам безопасности – статус выполнения поручения Контактной группы о согласовании сторонами проекта дополнительных мер контроля перемирия, последствия нарушений украинской стороной режима прекращения огня, а также срыв выполнения Рамочного решения по разведению сил и средств;

— подгруппа по гуманитарным вопросам сосредоточится на решении ряда практических вопросов, касающихся обмена пленными, а также поиске пропавших без вести;

— в работе подгруппы по экономическим вопросам наиважнейшими темами остаются выработка механизма выплаты пенсий, задолженность Украины работникам железной дороги, а также восстановление полноценной работы мобильного оператора связи Vodafone.

— политическая подгруппа поднимет базовый вопрос имплементации формулы Штайнмайера как механизма вступления в силу закона об особом статусе, а также продление украинской стороной действия этого закона.

The first meeting of negotiators in Minsk featuring new plenipotentiary representative of the Donetsk People’s Republic to the Contact Group Natalia Nikonorova has begun. According to a source at the talks in Minsk, the main issues for discussion will be:

— within the framework of the subgroup on security issues – the status of the implementation of the Contact Group’s task on agreeing additional measures of ceasefire control by the parties to the project, the consequences of ceasefire violations by the Ukrainian side, and the failure to implement the Framework Decision on withdrawal of forces and armaments;

— the subgroup on humanitarian issues will focus on resolving a number of practical issues related to the exchange of war prisoners, as well as the search for missing persons;

— in the subgroup on economic issues, the most important issues remain the elaboration of mechanism for pension payment, the debts of Ukraine to the railway workers, and the restoration of full-fledged work of the Vodafone mobile communications provider.

— the political subgroup will raise the basic question of the implementation of Steinmeier’s formula as mechanism for entry into force of the law on the special status, as well as the prolongation of performance of this law by the Ukrainian side.
