On Monday, December 9, Head of the Donetsk People’s Republic Denis Pushilin met with Eduard Polyakov, Deputy Director of the Gornyak-95 private manufacturing enterprise. The working meeting was dedicated to the mine’s early implementation of the programme for social and economic development, the press service of the Office of the Head of State reported.
As will be recalled, on October 26, 2018, Denis Pushilin approved the investment programme for the Gornyak-95 private enterprise. Previously, a fine of 90 million rubles had been imposed on the enterprise in the period of the legislative base formation. The management of the Gornyak-95 mine undertook on a number of obligations: to launch two lavas, double the production volumes over a year and a half, and others.
The Deputy Director reported to the Head of State on the positive results achieved and the fulfillment of all the commitments made.
“The programme for social and economic development was completed ahead of schedule. Thanks to the tax benefit provided to the mine by the Republic’s authorities, the Ministry of Revenue and Duties and the Ministry of Coal and Energy, we have fulfilled all obligations to date.
Compared to last year, production more than doubled, the number of employees increased by more than 200 people, the payroll increased by 35.6%, tax payments were made as part of the promises and amounted to 107%. In addition, new breakage faces were launched. In the near future we plan to launch another face and increase production,” Eduard Polyakov said.
The Head of the Republic, having listened to the report of Eduard Polyakov, stressed the importance of such programmes for the Republic’s economy and thanked the management and staff of the mine for the work done.
“I consider such state interaction using the resources, opportunities and benefits that were included in this programme to be a positive example. I think that if the Ministry of Revenues and Duties hadn’t introduced certain tax breaks, the enterprise would have faced great difficulties, and we would not see the results that you are talking about today.
Such a practice should be continued. I consider it expedient to enhance the dialogue between business and the State. Including the Ministry of Revenues and Duties, which is responsible for supplying the budget. But this should not be done thoughtlessly when only the screws are tightened and everything is pressed down. It must be a functioning and profitable enterprise, and if it needs help, the state is obliged to help. This is important for the development of our economy as a whole.
