Сегодня, 4 октября, врио Главы ДНР Денис Пушилин провел рабочее совещание с руководителями городов и районов Республики, сообщает корреспондент официального сайта ДНР.
В совещании также приняли участие заместители Председателя Совета Министров ДНР Владимир Антонов и Екатерина Матющенко, и.о. министра угля и энергетики Анатолий Нестеренко, и.о. министра образования и науки Евгений Горохов, и.о. министра здравоохранения ДНР Александр Оприщенко, и.о. министра транспорта ДНР Дмитрий Подлипанов, первый заместитель министра строительства и ЖКХ Виталий Кижаев.
Рабочее совещание было посвящено вопросам подготовки к запуску систем отопления в жилых домах и объектах социальной инфраструктуры и содержанию дорог в осенне-зимний период.
По первому вопросу врио Главы ДНР Денис Пушилин отметил, что отопительный сезон начнется с 15 октября, объекты должны быть полностью готовы к 8-9 октября.
«Необходимо проконтролировать, чтобы все дома с центральным отоплением по Республике получали теплоноситель. Также необходимо уделить особое внимание проблеме ремонта внутридомовых систем отопления в городах, пострадавших от действий украинской армии и в городах и районах, находящихся в непосредственной близости от линии соприкосновения.
Необходимо сделать особый акцент на обеспечение отоплением объектов социальной сферы — это учебные заведения, детские дошкольные учреждения и объекты здравоохранения.
Рассчитываю, что в ближайшие дни подготовка к отопительному сезону в Республике выйдет на финишную прямую. Будут сформированы графики пуска тепла и согласованы все этапы», — подчеркнул Денис Пушилин.
О готовности к отопительному сезону рассказал первый заместитель министра строительства и ЖКХ Виталий Кижаев:
«На сегодняшний день подготовка к отопительному сезону подходит к завершению. Жилищное хозяйство подготовлено на 99,6 %, объекты социальной сферы на 98 %. Уже согласован график запуска котельных, согласно которым в течение 43 часов планируется запустить все котельные.
Запас твердого топлива на котельных «Донбасстеплоэнерго» составляет 30-40 дней.
Несмотря на большой объем выполненных работ в этом году есть и проблемные вопросы. Один из них — котельная в городе Снежное. Мы заказали новый дополнительный котел, который будет установлен до 20 декабря.
Также приостановлена по техническим причинам подача пара от филиала № 1 Донецкого металлургического завода. От этого технологического объекта получают тепло 142 объекта. Переговоры с директором уже прошли и на сегодняшний день вопрос с теплом решен».
Также Виталий Кижаев отметил, что есть ряд проблем на объектах сферы образования, которые будут решены к началу отопительного сезона.
«В целом ситуация с подготовкой к отопительному сезону находится под контролем. Когда будет дана команда — мы готовы начать давать тепло», — сказал первый заместитель министра строительства и ЖКХ.
И.о. генерального директора ГП «Донбасстеплоэнерго» Руслан Капленко рассказал, что планируемые к запуску 976 котельных практически готовы к отопительному сезону. Только 2 котельные будут готовы к 8 октября.
«Сегодня мы услышали все проблемные вопросы по подготовке к отопительному сезону, и нашли пути их решения. Думаю, отопительный сезон пройдет по плану. На сегодняшний день нет никаких непреодолимых задач.
Также сегодня обсуждался вопрос обслуживания дорог в осенне-зимний период. Пока еще тепло возможно будет проводить ремонт дорог.
Здесь основные акценты были сделаны на том, что налаженная схема работы на дорогах в осенне-зимний период сохраняется. Также даны поручения, которые сейчас прорабатываются, о том, что нам надо менять технологию ремонта дорог. Нам надо рассматривать современные подходы, которые обеспечат более длительный гарантийный срок эксплуатации дорожного покрытия», — отметил врио Главы ДНР Денис Пушилин, подводя итоги совещания.

The working meeting was devoted to the issues of preparing for the launch of heating systems in dwellingbuildings, social infrastructure facilities, and roadmaintenance in the autumn and winter period.
Regarding the first matter, interimHead of the DPR Denis Pushilin noted that the heating season is to starton October 15th, the facilities should be fully ready by October 8th or 9th.
“It is necessary to see to itthat all houses with centralized heat supply in the Republic receive a heat-transfer liquid. It is also necessary to pay special attention to the problem of repairing house-heating systems in the towns affected due to the actions of the Ukrainian army and in the towns and districts located in the immediate vicinity of the contact line.
It is necessary to lay a special emphasis on the provision of heating to social facilities — these are educational institutions, pre-school institutions and healthcare facilities.
I expect that in these coming days, the preparation for the heating season in the Republic will get its final lap. Schedules of heat supply start will be arranged and all stages will be adjusted,” Denis Pushilin stressed.
Vitaly Kizhayev, First Deputy Minister of Construction Industry, Housing and Public Utilities, reported on the readiness for the heating season:
“Today, the preparation for the heating season is coming to an end. The housing sector has been prepared by 99.6%, social facilities by 98%. The schedule of launch ofboiler facilities has already been agreed, according to which it is planned to launch all the boilers within 43 hours.
The supply of solid fuels at the boiler-houses of Donbassteploenergo is enough for 30-40 days.
Despite the large amount of work performed this year, there are also problematic issues. One of them is a boiler house in the town of Snezhnoye. We ordered a new additional boiler, which will have been installedby December 20th.
Also, for technical reasons, steam supply from branch No. 1 of Donetsk Iron and Steel Workshas been suspended. This technological facility transfers heat to 142 facilities. Negotiations with the director have already passed and today the issue with the heat was resolved.”
Vitaly Kizhayev also noted that there were a number of problems at educational facilities that wouldhave been solved by the beginning of the heating season.
“In general, the situation with the preparation for the heating season is controllable. When there is a command, we are ready to start giving heat,”said the First Deputy Minister of Construction Industry, Housing and Public Utilities.
Acting general director of Donbassteploenergo SE Ruslan Kaplenko says that 976 boiler houses planned for launch are almost ready for the heating season. Only 2 boilers will have been ready by October 8th.
“Today we have listened to all the problematic issues with the heating season preparations, and found the ways to solve them. I think the heating season will proceed according to the plan. For today, there are no insuperable tasks.
The issue of road maintenance in the autumn and winter period was discussed today as well. It is possible to carry out repair on the roads while it’s still warm.
Here we lay emphasis on the fact that the adjusted scheme of work on the roads in the autumn and winter period is being maintained. There are also instructions, which are now being worked out, that we need to change the technology of road repair. We need to consider modern approaches that will provide a longer working lifespan of road pavement,” interim Head of the DPR Denis Pushilin noted, when summarizing the meeting.
