В рамках работы подгруппы по вопросам безопасности переговорщики не смогли доработать проект дополнительных мер контроля действующего перемирия и согласовать его. Присланные украинской стороной предложения по факту не содержат четких и конкретных механизмов по усилению и стабилизации режима прекращения огня. Об этом сообщила сегодня, 16 октября, Полномочный представитель ДНР на переговорах в Минске Наталья Никонорова.
«Предложения украинской стороны по дополнительным мерам намеренно сформулированы с использованием провокационных формулировок, не отвечающих букве Минских соглашений, чтобы вынудить Республики не соглашаться с их включением в общий пакет», – уточнила Полпред.
К сожалению, переговорщики в группе не нашли консенсуса относительно формулировок и самих пунктов дополнительных мер: украинская делегация в ультимативной форме претендовала на исключительность своей позиции по отношению к позиции СММ ОБСЕ, Российской Федерации и республик.
Также без прогресса остался вопрос сорванной украинской стороной реализации Рамочного решения разведения сил и средств.
«Несмотря на регулярную фиксацию СММ ОБСЕ в своих отчетах нарушений Рамочного решения вооруженными формированиями Украины, представители Киева упорно не признают свою вину и не намерены восстанавливать статус-кво на двух выполненных ранее участках, а также отводить свои силы и средства на участке «Станица Луганская», – заявила Наталья Никонорова.

The proposals sent by the Ukrainian side in fact do not contain clear and specific mechanisms for reinforcing and stabilizing the cease-fire. DPR Plenipotentiary Representative to the Minsk negotiations Natalia Nikonorova informed about this today, on October 16th.
“The proposals of the Ukrainian side on additional measures were deliberately formulated using a provocative wording that does not correspond to the letter of the Minsk agreements in order to force the Republic to disagree with their inclusion in the general package,” the Plenipotentiary clarified.
Unfortunately, the negotiators in the group did not arrive at a consensus on the wording and items of the additional measures alone: the Ukrainian delegation as an ultimatum claimed to be exceptional for their position toward the position of the OSCE SMM, the Russian Federation and the republics.
The progress of the implementation of the Framework Decision on withdrawal of forces and armaments, thwarted by the Ukrainian side, also remained without progress.
“Despite that the OSCE SMM in their reports regularly document violations of the Framework Decision by the armed formations of Ukraine, the representatives of Kiev stubbornly do not admit their guilt and do not intend to restore the status quo at the two previously completed sites, and also to withdraw their forces and armament sat the Stanitsa Luganskaya site,” Natalia Nikonorova stated.
