Сегодня, 1 декабря, Глава Донецкой Народной Республики Денис Пушилин обратился к депутатам Народного Совета по случаю начала работы парламента нового созыва. Руководитель государства подчеркнул, что перед парламентариями стоит задача — прежде всего усовершенствовать экономическое законодательство, которое, по словам Дениса Пушилина, является залогом успешного развития социальной сферы государства. Об этом сообщает пресс-служба НС ДНР.

«Уважаемые депутаты, я рад приветствовать вас в сессионном зале Народного Совета Донецкой Народной Республики! Я рад приветствовать парламентариев-«ветеранов», продолжающих работу в Народном Совете второго созыва. С большой надеждой я также приветствую здесь «новую кровь» – депутатов, для которых эта сессия является дебютной.

Я не понаслышке знаю о работе парламента Донецкой Народной Республики и, как и многие из вас, помню, насколько тяжело было делать первые шаги, насколько трудно было находить консенсус, приходить к выработке единого правильного решения. Таково почетное бремя первых – это и смелость выбора, и тяготы непроторенного пути. Но, понимая суть работы Народного Совета, я отдаю себе отчет (и надеюсь, вы также это понимаете): второму созыву придется еще тяжелее.

Первый созыв работал в тяжелейших условиях войны и блокады, многое приходилось делать на ходу, и поэтому можно сказать, что у первого созыва было определенное право на ошибку. У вас этого права нет. Сегодня, когда Народный Совет полностью сформирован и приступил к работе, важно понимать, что, построив фундамент государственного здания, пора переходить к возведению его стен. Если первый созыв создал базу, то второму эту базу придется развивать, совершенствовать, улучшать. И приоритетной задачей для законотворческой деятельности я считаю совершенствование экономического законодательства. Мы должны разработать такое законодательное поле, чтобы создать максимально комфортные условия как для местного бизнеса, так и для внешних инвесторов. Наше законодательство должно стать гарантом правил игры для бизнеса – незыблемым и надежным. Именно это я считаю залогом успешного развития социальной сферы, медицины, образования, культуры и всего того, что является составляющей сильного и независимого государства. Конечно, это не значит, что нет необходимости работать над другими направлениями законотворческой деятельности. Безусловно, такая необходимость есть, причем острая. Но и в этой работе прежде всего нужно делать упор на экономическую составляющую. Мы должны добиться экономической независимости, наполняемости бюджета, стабильного роста промышленного производства. В основе всего этого – законы.

Особо хотел бы обратить ваше внимание на необходимость правового регулирования деятельности органов государственной власти. Перед нами стоит задача выработки механизма эффективного госуправления, нацеленности на конкретный результат, ответственности чиновников за свою деятельность и бездеятельность. Это, кстати, касается и работы самих парламентариев как представителей одной из трех ветвей власти. Нам предстоит автоматизация процессов госуправления с целью повышения их эффективности, а также отчетности и прозрачности для граждан Республики. Все это требует законодательно-нормативной основы, а значит, и в данной сфере вас ждет кропотливая, но интересная и важная деятельность.

В заключение я хотел бы поздравить всех присутствующих с началом работы. Убежден, что деятельность Народного Совета второго созыва будет плодотворной, она будет направлена на благо Донецкой Народной Республики, благо жителей нашего государства. Еще раз поздравляю и… За работу!» – обратился к парламентариям Денис Пушилин.

“Dear deputies, I am glad to welcome you to the session hall of the People’s Council of the Donetsk People’s Republic! I am pleased to welcome the “veteran” parliamentarians who continue to work in the People’s Council of the second convocation. With great hope, I also welcome the “new blood” here – the deputies for whom this session is their debut.

I know firsthand about the work of the Parliament of the Donetsk People’s Republic and, like many of you, I remember how hard it was to take the first steps, how difficult it was to find a consensus, to come to a common right decision. Such is the honorable burden of the first ones – this is both the courage of choice and the unbeaten path. But, understanding the essence of the work of the People’s Council, I am aware (and I hope you also understand this): the work of the second convocation will be even harder.

The first convocation worked in the most difficult conditions of war and blockade, much had to be done in motion, and therefore it can be said that the first convocation had a certain right to make a mistake. You do not have this right. Today, when the People’s Council is fully formed and set to work, it is important to realize that, having built the foundation of the state building, it’s time to move on to the construction of its walls. If the first convocation has created a base, then the second one will have develop, perfect, improved. And I consider the perfection of the economic legislation a priority task for lawmaking. We must develop such a legislative field in order to create the most comfortable conditions for both local business and external investors. Our legislation should be the guarantor of the rules of the game for business – unshakable and reliable. That is what I consider the key to the successful development of the social sphere, medicine, education, culture and all that things that are part of a strong and independent state. Of course, this does not mean that there is no need to work in other areas of legislative activity. Of course, there is such a need, and an acute one. But in this work, first of all, it is necessary to focus on the economic component. We must achieve economic independence, fullness of the budget, stable growth of industrial production. The basis of all this is the laws.

I would especially like to draw your attention to the need for legal regulation of the activities of state bodies. We are faced with the task of developing a mechanism for efficient government, focusing on a specific result, and the responsibility of officials for their activities and inaction. This, incidentally, also applies to the work of parliamentarians themselves as representatives of one of the three branches of the government. We have to automate public administration processes in order to increase their efficiency, as well as accountability and transparency for citizens of the Republic. All this requires a legislative and regulatory framework, and therefore, in this area you will find painstaking, but interesting and important work.

In conclusion, I would like to congratulate all those present on beginning the work. I am sure that the activities of the People’s Council of the second convocation will be fruitful, it will be directed to the benefit of the Donetsk People’s Republic, the benefit of residents of our state.
