Сегодня, 12 декабря, Уполномоченный по правам человека в Донецкой Народной Республике Дарья Морозова приняла участие в заседании Временной комиссии Народного Совета ДНР по контролю и координации деятельности в районах, наиболее пострадавших от вооруженной агрессии Украины. Об этом сообщает пресс-служба омбудсмена.
На мероприятии также присутствовали представители Народного Совета ДНР, Министерства труда и социальной политики ДНР, районных администраций Донецка и пострадавших граждан.
В рамках заседания обсуждались проблемные вопросы, связанные с социальным обеспечением пострадавших лиц и их проживанием в пунктах временного размещения/долговременного проживания Донецкой Народной Республики, а также возможные варианты улучшения социально-бытовых условий их проживания. Но основным вопросом, волнующим граждан данной категории, стало предоставление им жилья.
Дарья Морозова проинформировала присутствующих о проделанной работе по созданию и ведению реестра граждан, пострадавших либо понесших материальные убытки в результате военных действий, а также преследуемых другими государствами за поддержку Донецкой Народной Республики.
Омбудсмен сообщила о проблемах, связанных с созданием и функционированием на территории ДНР пунктов временного размещения/долговременного проживания. В рамках решения проблемных вопросов Уполномоченным разработан и направлен в адрес Главы ДНР законопроект «О вынужденных переселенцах», который определяет статус вынужденных переселенцев, установление экономических, социальных и правовых гарантий защиты их прав и законных интересов на территории Донецкой Народной Республики и письмо с предложением о проведении инвентаризации объектов жилищного строительства для подготовки проекта программы обеспечения жильем пострадавших граждан.
По итогам заседания члены Временной комиссии приняли решение продолжить работу по созданию законодательной базы, регламентирующей статус пострадавших граждан.
Today, on December 12th, Human Rights Commissioner of the Donetsk People’s Republic Darya Morozova participated in the meeting of the DPR People’s Council Provisional Commission for monitoring and coordination of activities in the areas most affected by the armed aggression of Ukraine. The event was also attended by representatives of the DPR People’s Council, the DPR Ministry of Labor and Social Policy, district administrations of Donetsk and citizens affected.
Within the framework of the meeting, they discussed issues of concern related to the social welfare of the affected persons and their residence in temporary/long-term accommodation centers of the Donetsk People’s Republic, as well as possible options for improving the social and living conditions of their residence. But the main issue of concern to citizens of this category was the provision of temporary accommodation to them.
Darya Morozova informed those present about the work done to create and maintain a registry of citizens who have been affected or suffered material losses as a result of hostilities, as well as persecuted by other states for supporting the Donetsk People’s Republic.
The Ombudsperson reported on the problems associated with the establishment and operation of temporary/long-term accommodation centers in the territory of the DPR. Within the framework t of resolving problematic issues, the Ombudsperson elaborate and sent the Head of the DPR a draft law On Internally Displaced Persons, which determines the status of internally displaced persons, the establishment of economic, social and legal guarantees for the protection of their rights and legitimate interests in the territory of the Donetsk People’s Republic and a letter proposing to conduct an inventory of housing facilities for the preparation of a draft program for the provision of temporary accommodation to the citizens affected.
Following on from the results of the meeting, members of the Provisional Commission decided to continue the work on creating a legislative framework governing the status of the citizen saffected.
