Представители Республики неоднократно заявляли об обмене удерживаемых лиц по формуле «всех установленных на всех установленных», однако украинская сторона всячески саботировала обсуждение вопроса. Сегодня, 21 декабря, министр иностранных дел и полномочный представитель ДНР на переговорах Трехсторонней контактной группы в Минске Наталья Никонорова прокомментировала заявление Киева по обмену.
«С момента последнего большого обмена удерживаемыми лицами, состоявшегося 27 декабря 2017 г., представители Украины в группе по гуманитарным вопросам в течение целого года занимали крайне пассивную позицию, всячески саботируя процесс, а зачастую вообще не являясь на заседания в Минске. Теперь же, спустя год фактического бездействия, в целях пиар-акции украинская сторона демонстрирует фальшивую заботу о людях, делая заявления о своей якобы готовности к активным действиям.
Принципиальная позиция республик заключается в четком следовании закрепленной в Комплексе мер формуле обмена, поэтому мы настаиваем на активной работе по сверке списков удерживаемых лиц именно по формуле «всех установленных на всех установленных». Со своей стороны мы предоставили списки данных лиц еще в начале этого года. Тем не менее, заявления о возможном обмене от представителей Украины мы слышим только сейчас, при этом Киев предлагает в разы заниженное число для обмена. Возникает справедливый вопрос о том, по каким критериям украинское руководство принимает решения о том, кого они включают в списки обмена, а кого нет», — заявила Никонорова.
Она добавила, что Республика готова принимать любые усилия и работать в любых форматах для того, чтобы реализовать обмен удерживаемыми лицами по утвержденной формуле, и призвала Киев проявить не демонстративную, а настоящую человечность и позволить людям в конце концов вернуться к своим родным и близким.
Representatives of the Republic have repeatedly stated about the swap of detainees by formula “all identified for all identified”, but the Ukrainian side sabotaged the discussion of the issue in every way. Today, on December 21st, Foreign Minister and Plenipotentiary Representative of the DPR to the talks of the Trilateral Contact Group in Minsk Natalia Nikonorova commented on Kiev’s statement about the exchange.
“Since the last major exchange of detainees, which took place on December 27th, 2017, the representatives of Ukraine to the humanitarian group all the year had been assuming an extremely passive stance, sabotaging the process in every way, and often not attending the meetings in Minsk. Now, after a year of actual inactivity, for the purpose of a PR action, the Ukrainian side is demonstrating fake concern over people, making statements about their alleged readiness for action.
The principal stance of the republics lies in the strict adherence to the exchange formula enshrined in the Complex of Measures, therefore we insist on active work on the verification of the lists of detainees precisely by formula “all identified for all identified”. For our part, we provided the lists of these persons early this year. Nevertheless, statements about a possible exchange from the representatives of Ukraine we hear only now, while Kiev offers a much lower number for exchange. There is a fair question about the criteria by which the Ukrainian leadership makes decisions about who they include in the exchange lists, and whom they do not,” Nikonorova stated.
She added that the Republic is ready to make every effort and work in any format in order to actualize the exchange of detainees by the approved formula, and called on Kiev to show not a demonstrative humanity, but the real one and let people return to their families and relatives at long last.
