В Минске 19 декабря прошел очередной раунд переговоров по мирному урегулированию ситуации на территории Донбасса.
Украинская сторона продолжает саботировать процесс обмена пленными, выдвигая все новые необоснованные требования. Такая деструктивная позиция, а также легкомысленное отношение официальных представителей Киева, которые позволяют себе в течение нескольких месяцев не являться или опаздывать на заседания гуманитарной подгруппы, совершенно не способствует скорейшему освобождению удерживаемых лиц по обе стороны от линии разграничения.
Почти год мы ждали официальной позиции украинской стороны, наблюдая за попытками представителей Украины создать видимость работы. Поскольку от наших оппонентов ответ поступил только в декабре, мы можем сделать вывод, что Киев не заинтересован в освобождении людей, а использует обмен как элемент политической риторики, делая громкие заявления лишь перед предстоящими президентскими выборами.
Позиция Донецкой Народной Республики в отношении обмена пленными остается принципиальной и неизменной. В соответствии с требованиями Минских соглашений мы настаиваем на освобождении всех лиц, которые уже установлены и запрашиваются сторонами конфликта. Пока приходится констатировать, что представителей украинской власти не интересует судьба своих граждан, они не намерены проявить политическую волю для проведения обмена до конца текущего года.
On December 19th, Minsk hosted another round of negotiations for the peaceful settlement of the situation in the territory of Donbass.
The Ukrainian side continues to sabotage the process of exchanging war prisoners, putting forward more demands that are unreasonable. Such a destructive stance, as well as the light-minded attitude of the official representatives of Kiev, who allow themselves not to attend or be late for meetings of the humanitarian subgroup for several months, does not at all contribute to a speedy release of the people detained on either side of the separation line.
For almost a year, we have been waiting for an official standpoint of the Ukrainian side, watching the attempts of representatives of Ukraine to create a semblance of activity. Since a response came from our opponents only in December, we can conclude that Kiev is not interested in setting people free, but uses the swap as an element of political rhetoric, making loud statements only before the upcoming presidential election.
The stance of the Donetsk People’s Republic regarding the exchange of war prisoners remains principled and unchanged. In accordance with the requirements of the Minsk Agreements, we insist on the release of all the persons who have already been identified and requested by the parties to the conflict. Meanwhile, we have to admit that representatives of the Ukrainian power do not care about the fate of their citizens, they do not intend to show political will to conduct an exchange before this year ends.
