Ограничения мониторинговой деятельности СММ ОБСЕ со стороны Украины, являющиеся нарушениями Минских соглашений, становятся регулярными. Очередной такой случай был зафиксирован 10 февраля.

Так, в отчете СММ ОБСЕ по состоянию на 10 февраля сообщается, что наблюдатели не были допущены на территорию железнодорожной станции:

Стоит обратить внимание, что на данной железнодорожной станции патрули СММ ОБСЕ неоднократно фиксировали подвоз значительного количества техники и тяжелого вооружения ВФУ, что отражено в отчетах миссии по состоянию на 17.09.2018, 05.10.2018, 07.10.2018, 11.10.2018, 17.10.2018, а также 05.11.2018.

Очевидно, что ВФУ решили скрыть от наблюдателей факты наличия запрещенной Минскими соглашениями техники в Хлебодаровке путем недопуска СММ ОБСЕ, что, в свою очередь, является нарушением пункта 3 Комплекса мер, а также пункта 7 мандата миссии.

Учитывая, что только с начала февраля наблюдатели СММ зафиксировали в нарушение установленных линий отвода и вне определенных мест хранения 63 единицы техники и тяжелого вооружения ВФУ, включая 18 танков, 37 единиц самоходной и буксируемой артиллерии, а также 8 зенитно-ракетных комплексов. Факты открытого нарушения членами ВФУ мандата СММ ОБСЕ в очередной раз показывают циничное пренебрежение подписанными обязательствами.

Restricting the monitoring activities of the OSCE SMM on the part of Ukraine, which is a violation of the Minsk agreements, has become regular. Another such case was registered on February 10th.

Thus, the OSCE SMM report as of February 10th informs that the monitors had not been let in the territory of the railway station:

“On February 10th, at the railway station of Khlebodarovka (government-controlled, 65 km southwest of Donetsk), an officer of the Armed Forces of Ukraine told a Mission patrol to leave the territory of the station and continue their monitoring out of it.”

It is noteworthy that at this railway station, OSCE SMM patrols repeatedly spotted supplies of a significant number of military equipment and heavy weapons of the AFU, which is documented in the mission reports as of September 17th, 2018, October 5th, 2018, October 7th, 2018, October 11th, 2018, October 17th, 2018 as well as November 5th, 2018.

Obviously, the AFU decided to hide from the monitors the facts of presence of weapons prohibited by the Minsk agreements in Khlebodarovka by not letting the OSCE SMM in, which in turn is a violation of paragraph 3 of the Complex of Measures, as well as paragraph 7 of the Mission’s mandate.

Given that only since early February, SMM monitors have spotted 63 units of military equipment and heavy weapons, including 18 tanks, 37 units of self-propelled and towed artillery, as well as 8 anti-aircraft missile systems, deployed in violation of the established withdrawal lines and outside of certain storage sites. The facts of overt violation of the mandate of the OSCE SMM by AFU members once again show their cynical disregard for the signed commitments.
