Сегодня исполняется четыре года со дня подписания Комплекса мер по выполнению Минских соглашений – документа, который призван положить конец боевым действиям в Донбассе и создавался как основа для мирного урегулирования. Это событие прокомментировала министр иностранных дел, полномочный представитель ДНР на переговорах Трехсторонней контактной группы в Минске Наталья Никонорова в интервью официальному сайту ДНР.
«Причиной столь длительного переговорного процесса по его реализации стали нежелание исполнять взятые на себя обязательства и откровенное безразличие Киева к судьбам жителей Донбасса.
На протяжении четырех лет Минский процесс принес решение ряда насущных вопросов, таких как ремонт объектов гражданской инфраструктуры, частичный обмен удерживаемых лиц, противоминная деятельность и ряда других. Серьезные подвижки наблюдаются и в вопросе прекращения огня – в 2018 году число пострадавших гражданских лиц сократилось вдвое по сравнению с 2017 годом, а на данный момент ОБСЕ констатирует беспрецедентно малое количество нарушений режима тишины.
Эти достижения важны, но они не решают коренных причин конфликта. Ключевым для политического урегулирования все еще остается вопрос особого статуса Донбасса. Из-за деструктивной позиции Киева он остается нерешенным, несмотря на то, что с нашей стороны были сделаны все необходимые для этого шаги и даже уступки, например, по компромиссному варианту вступления в силу закона об особом статусе в соответствии с формулой Штайнмайера. Республики согласились на данный компромисс, показав тем самым свою приверженность мирному урегулированию конфликта.
Однако мы не видим ни малейшего стремления выполнять политические обязательства ни со стороны представителей Украины в Минске, ни со стороны президента Украины. Все эти четыре года украинские власти занимались лишь имитацией выполнения Минских соглашений, параллельно принимая законы, нивелирующие результаты достигнутых договоренностей. Всеми своими действиями Киев лишь подтверждает приверженность военному решению конфликта в Донбассе. К сожалению, так и не снята введенная Киевом экономическая и транспортная блокада, представителями Украины блокируется обмен по утвержденной формуле «всех на всех», а также компромиссный вариант «всех установленных на всех установленных».
Мы встречаем четвертую годовщину Минска-2 в условиях все более открытого использования нынешними властями милитаристской риторики в процессе предвыборной агитации на Украине. Однако мы намерены добиваться от представителей Киева выполнения обязательств по Минским соглашениям, безальтернативность которых признана международным сообществом. Лишь при условии прямого взаимодействия и открытого диалога между сторонами внутриукраинского конфликта на специально созданной для этого международной дипломатической площадке возможно установление устойчивого перемирия и завершения конфликта невоенным путем», — отметила Никонорова.
Today marks four years since the signing of the Complex of Measures for the Implementation of the Minsk Agreements — the document intended to put an end to hostilities in Donbass and was created as the basis for a peaceful settlement. Minister of Foreign Affairs and Plenipotentiary Representative of the DPR to the talks of the Trilateral Contact Group in Minsk Natalia Nikonorova commented on this event, in an interview with the DPR official website.
“The cause of such a long negotiation process for its implementation has become Kiev’s unwillingness to fulfill the commitments and the frank indifference to the fate of the residents of Donbass.
For four years, the Minsk process has brought a solution to a number of pressing issues, such as the repair of civilian infrastructure facilities, partial exchange of detainees, demining activities and some others. Serious progress has also been noticed in the issue of the ceasefire — in 2018 the number of civilians affected had been halved compared with 2017, and at the moment the OSCE register as never before small number of ceasefire violations.
These achievements are important, but they do not solve the root causes of the conflict. The key to a political settlement is still the issue of the special status of Donbass. Because of the destructive standpoint of Kiev, it remains unresolved, despite the fact that all necessary steps and even concessions have been made on our part, for example, the compromise option of the-entry-into force of the law on the special status in accordance with Steinmeier’s formula. The Republics agreed to this compromise, thus showing their commitment to a peaceful resolution of the conflict.
However, we do not see the slightest desire to fulfill the political obligations neither from the representatives of Ukraine in Minsk, nor from the president of Ukraine. All these four years, the Ukrainian authorities have been engaged only in imitation of the implementation of the Minsk Agreements, while simultaneously passing the laws that neutralize the results of the agreements reached. With all its actions, Kiev only confirms its commitment to settle the conflict in Donbass by force. Unfortunately, the economic and transport blockade imposed by Kiev has not been lifted, the representatives of Ukraine are blocking the exchange based on the approved “all for all” formula, as well as the compromise option of “all the identified for all the identified”.
We meet the fourth anniversary of Minsk-2 in the conditions of the increasingly overt use of militaristic rhetoric on the part of the current authorities in the process of the election campaign in Ukraine. However, we intend to seek from the representatives of Kiev fulfillment of the obligations under the Minsk agreements, whose non-alternativeness is admitted by the international community. Only direct interaction and open dialogue at the specially created international diplomatic venue between the parties to the internal Ukrainian conflict makes it possible to establish a stable truce and end the conflict in a nonmilitary way,” Nikonorova emphasized.
