О статистике нарушений прав человека на Украине, реакции мирового сообщества и перспективах дальнейшего развития ситуации в интервью корреспонденту официального сайта ДНР рассказала Уполномоченный по правам человека Дарья Морозова.
«Существуют такие проблемы, как нарушение прав задержанных, отсутствует право на справедливый суд — иногда, читая приговоры, я не понимаю, на чем они основаны. Даже возникает вопрос, учился ли судья по своей специальности или же просто выносится приговор, который удобен спецслужбам. Также нарушено право на получение пенсий, уже неоднократно соответствующее заключение делала ООН о том, что не может привязываться выплата пенсии к справке вынужденного переселенца. Тем не менее сотни тысяч граждан вынуждены искать выход, путем коррупционных схем оформлять временную прописку, чтобы получать свои законные деньги, которые украинская сторона и так должна выплачивать. При этом все граждане делали взносы в пенсионный фонд, соответственно, пенсионные выплаты предусмотрены», — прокомментировала она.
Омбудсмен Республики констатировала, что ситуация с правами человека на Украине очень плачевна. Осложняется она еще и предстоящими выборами.
«На граждан оказывается силовое и моральное воздействие, чтобы они голосовали за того или иного кандидата, в основном — за Петра Порошенко. И такая ситуация во всех сферах, о чем говорят уже и международные организации. Тем не менее, либо мировое сообщество не хочет этого видеть, либо они просто закрывают глаза на подобные факты», — пояснила Морозова.
Одним из ярких подтверждений пренебрежения Украины к правам человека в целом, по словам омбудсмена, является огромное количество соответствующих решений ЕСПЧ: «Это очень трудоемкий и долгий процесс, но эту работу нельзя бросать, наоборот, необходимо усиливать ее. Чем больше будет таких решений, тем серьезнее у нас будет фундамент для доказательства своей правоты, того, что на нашей территории был геноцид, наших граждан убивали. Всем уже пора признать, что украинская сторона воюет с собственным народом».
Особое внимание Дарья Морозова уделила теме колоссального роста преступности на Украине за последние несколько лет.
«Начнем с того, сколько военнослужащих получили определенные психические расстройства. И каждый из них приходит домой и кричит о том, что он «ветеран АТО» и так далее. Учитывая количество радикальных группировок по всем городам, очень сложно правоохранительным структурам выполнять свою работу. Более того, они не могут выполнять свои полномочия, потому что действующая власть не может усмирить радикалов. И эта безнаказанность влечет цепочку новых преступлений, которые просто не раскрываются», — подытожила она.
In an interview with a correspondent of the DPR official website, Human Rights Commissioner Darya Morozova spoke on the statistics of human rights violations in Ukraine, the response of the world community and the prospects for further development of the situation.
“There are problems such as violation of the rights of detainees, there is no right to a fair trial — sometimes, when I read the sentences, I can’t understand what they are based on. Even the question arises whether the judge has every studied in his specialization, or he passed the sentence that suited the special services. The right to receive pensions has also been violated, the UN has repeatedly made the appropriate conclusion that the payment of pensions cannot be tied to the certificate of an internally displace person. Nevertheless, hundreds of thousands of citizens have to look for a way out, through corruption schemes to issue a temporary residence permit in order to receive their legal money, which the Ukrainian side should have paid off anyway. At the same time, all еру citizens had made contributions to the pension fund, respectively, pension payments are provided for,” she commented.
The Ombudsperson of the Republic stated that the situation with human rights in Ukraine is very deplorable. It is also being aggravated by the upcoming election.
“The citizens are being influenced by force and moral pressure so that they vote for a particular candidate, mostly for Petro Poroshenko. And such a situation has emerged in all the spheres, as already mentioned by international organizations. However, either the world community does not want to see this, or they just turn a blind eye to such facts,” Morozova explained.
One of the most vivid evidence of Ukraine’s disregard for human rights in general, according to the ombudsperson, is a huge number of relevant decisions of the ECHR, “This is a very laborious and lengthy process, but this work cannot be abandoned, on the contrary, it must be enhanced. The more such decisions, the more serious the foundation we have to prove our case, to prove the fact that there was genocide in our territory, our citizens were being killed. It’s high time everyone admitted that the Ukrainian side is at war with its own nation.”
Darya Morozova paid special attention to the subject of the colossal growth of crime in Ukraine in the last few years.
“To begin with, how many servicemen received certain mental disorders. And each of them comes home and shouts that he is a “veteran of the ATO” and so on. And, given the number of radical groups in all the cities and towns, it is very difficult for law enforcement agencies to do their job. Moreover, they cannot fulfill their duties, because the current government cannot pacify the radicals. And this impunity entails more series of crimes that are simply not solved,” she concluded.
