На заседании Правительства ДНР сегодня, 21 февраля, принято постановление об утверждении Правил предоставления и получения телекоммуникационных услуг для целей эфирного вещания, кабельного вещания и проводного радиовещания на территории Республики.
«Целью принятия данного нормативного правового акта является реализация требований Закона Донецкой Народной Республики «О телекоммуникациях». В перспективе это послужит достижению баланса интересов операторов телекоммуникаций, осуществляющих свою деятельность на территории ДНР, и абонентов», — пояснил министр связи Виктор Яценко.
Постановление направлено на создание благоприятных условий деятельности в сфере телекоммуникаций с учетом особенностей технологий и рынка телекоммуникаций, обеспечение приоритета интересов абонентов.
Правительством также внесены изменения в Постановление Президиума Совета Министров Донецкой Народной Республики от 18 апреля 2015 года № 6-4 «Об оплате труда работников на основе Единой тарифной сетки разрядов и размеров должностных окладов (тарифных ставок) по оплате труда работников учреждений, предприятий, заведений и организаций отдельных отраслей бюджетной сферы».
«Принятие постановления обусловлено необходимостью упорядочения оплаты труда руководителей, специалистов и других работников бюджетных организаций, работающих с контингентом детей, которые требуют коррекции физического или умственного развития, длительного лечения.
Введенные изменения позволят повысить престижность и привлекательность работы в таких организациях, привлечь молодых специалистов. Принятие постановления вернет тот уровень оплаты труда, который ранее был снижен. Сейчас Правительство поддержало эту инициативу», — пояснил министр образования и науки Евгений Горохов.
During today’s meeting, on February 21st, the DPR Government adopted a decree to approve the Rules for the Provision and Receipt of Telecommunications Services for the Purposes of Broadcasting, Cablecasting and Wire Broadcasting in the Territory of Republic.
“This regulatory legal act has been adopted for the purpose of implementing the requirements of the Law of the Donetsk People’s Republic On Telecommunications. In the future, this will contribute to achieving a balance of interests between telecommunication providers carrying out business in the territory of the DPR and their subscribers,” Minister of Communications Viktor Yatsenko explained.
The decree is aimed at creating favorable conditions for activities in the field of telecommunications, taking into account the characteristics of technologies and the telecommunications market, ensuring the priority interests of subscribers.
The Government also amended Decree 6-4 of the Presidium of the Council of Ministers of the Donetsk People’s Republic as of April 18th, 2015 On the Remuneration of Employees Based on the Unified Wage Scale and the Amount of Basic Salaries (Base Rates) on the Remuneration of Employees of Institutions, Enterprises, Establishments and Organizations of Certain Branches of the Public Sector.
“The adoption of the decree stems from the need to streamline the remuneration of managers, specialists and other employees of state-funded organizations working with groups of children who require improvement of their physical or mental development and long-term treatment.
The introduced changes will allow promoting the prestige and attractiveness of the job at such organizations, involving young professionals. The adoption of the decree will return the rate of wages that had been reduced previously. Now the Government has supported this initiative,” Minister of Education and Science Yevgeny Gorokhov explained.
