На недавнем заседании Контактной группы в Минске украинская сторона показала свою абсолютную недоговороспособность. Об этом сегодня, 2 августа, корреспонденту официального сайта ДНР заявила министр иностранных дел ДНР Наталья Никонорова.
“Это было показательное заседание. Несмотря на то, что в трех подгруппах есть определенный прогресс в переговорном процессе, в политической подгруппе ситуация лишь усугубилась.
В группе по гуманитарным вопросам продолжается дискуссия по подготовке к обмену пленными. В группе по экономическим вопросам украинская сторона частично предоставила данные по наиболее острой проблеме, а именно — по работе КП “Вода Донбасса”.
Ведется работа и по выплате пенсий и долгов железнодорожникам. Конечно, все это затягивается, но украинская сторона не отрицает своих обязательств по данному пункту.
В группе по безопасности недавно было достигнуто перемирие, хотя вынуждена отметить, что ВФУ продолжают грубо нарушать режим прекращения огня. Буквально вчера украинский БПЛА сбросил на позиции наших военнослужащих взрывное устройство, в результате чего трое защитников Республики получили ранения. Мы уже обратились в ОБСЕ, мы требуем от украинской стороны публичного разбирательства по данному факту, результаты которого должны быть обнародованы”, — отметила Наталья Никонорова.
По ее словам, в политической подгруппе и Бессмертный, и Кучма выразили сомнения насчет содержания закона об особом статусе Донбасса, а также касательно текста и сути формулы Штайнмайера, которая обсуждается вот уже два года.
“Эти заявления украинской стороны немало нас удивили, ведь суть и содержание закона об особом статусе очень четко и ясно прописаны в самом комплексе мер и никаких разночтений по данному вопросу быть не может, потому что в примечаниях указаны все условия, которые должны быть учтены в этом законе. Но они не действуют. Для этого дважды была утверждена формула Штайнмайера на саммитах Нормандского формата.
Мы призвали украинскую сторону к конструктиву и надеемся, что 21 августа ситуация поменяется, потому что на Украине только что прошли парламентские выборы. Возможно, сомнения, высказанные украинской стороной, связаны именно с этим, ведь пока непонятно, как будет работать новый парламент”, — сообщила министр иностранных дел ДНР.
Также она добавила, что комплекс минских мер одобрен резолюцией Совета Безопасности ООН, и все условия, которые в нем прописаны, обязательны к выполнению. Украина является членом ООН, и невыполнение этих обязательств означает игнорирование прямого предписания.
Наталья Никонорова также отметила, что в ЛНР прошло разведение вооружения сторон. Сейчас продолжается процесс согласования условий для ремонта моста, поэтому 21 августа на заседании Контактной группы будет определена дата, когда вооружение будет отведено также в районах населенных пунктов Петровское и Золотое.
“Украинская сторона обратилась к нам с предложением разминировать большой участок территории ЛНР в районе поврежденного моста, и этот вопрос обсуждался в Минске. Но я хочу отметить, что существует устоявшаяся практика проведения любых мероприятий вдоль линии соприкосновения. Так, через СМ ОБСЕ обе стороны конфликта должны направить заявки на проведение работ, для выполнения которых каждая сторона дает дополнительные гарантии безопасности. Украинская сторона этого не сделала, и поэтому никаких работ на территории ЛНР Украина проводить не будет. Кроме того, в Луганской Народной Республике есть необходимые ресурсы для самостоятельного разминирования упомянутой территории, и привлекать для этого украинских саперов нет никакой необходимости. Каждая сторона занимается разминированием свей территории. Сейчас все это согласовывается”, — уточнила министр иностранных дел ДНР.
At the recent meeting of the Contact Group in Minsk, the Ukrainian side showed its inability to negotiate. Minister of Foreign Affairs of the DPR Natalya Nikonorova said this today, on August 2nd, to a correspondent of the DPR official website.
“It was a demonstrative meeting. Despite the fact that the three subgroups have achieved some progress in the negotiating process, the situation in the political subgroup has only worsened.
The humanitarian group continues to discuss preparations for the exchange of war prisoners. In the group on economic issues, the Ukrainian side partially provided information on the most acute problem, namely, the activities of Voda Donbassa Company.
The work on repaying pensions and debts to railway workers is ongoing as well. Of course, all this is being delayed, but the Ukrainian side does not deny its responsibilities under this subject.
The security group recently agreed on a truce, although I have to to note that the AFU continue to violate the ceasefire flagrantly. Just yesterday, a Ukrainian UAV dropped an explosive device onto positions of our military, as a result of which three defenders of the Republic were wounded. We have already appealed to the OSCE, and we demand that the Ukrainian side conduct an overt investigation into this fact, the results of which should be given to the public,” Natalya Nikonorova noted.
According to her words, in the political subgroup, both Bessmertny and Kuchma expressed doubts about the purview of the law on the special status of Donbass, as well as about the text and the essence of Steinmeier’s formula, which has been discussed for two years now.
“These statements of the Ukrainian side surprised us a lot, because the essence and purview of the law on the special status are very accurately and clearly spelled out in the complex of measures itself and there can be no controversy on this issue, because the notes specify all the terms that must be taken into account in this the law. But they do not work. To this end, Steinmeier’s formula has been twice approved at the Normandy format summits.
We called on the Ukrainian side to be constructive and we hope that the situation will change on August 21st, because the parliamentary election has just been finished in Ukraine. Perhaps the doubts the Ukrainian side expressed are connected with this, because it is not yet clear how the new parliament will be acting,” the Minister of Foreign Affairs of the DPR informed.
She also added that the Minsk complex of measures had been approved by the resolution of the UN Security Council and all the terms that are spelled out in it are obligatory for implementation. Ukraine is a member of the UN and its failure to comply with those obligations means disregard of the direct instruction.
Natalya Nikonorova also noted that in the LPR there had been a disengagement between the parties. The process of agreeing on the terms for repairing the bridge is ongoing, so on August 21st, at a meeting of the contact group, they will set a date when the weapons will also be withdrawn in the vicinity of Petrovskoye and Zolotoye.
“The Ukrainian side addressed us a suggestion to demine a large area of the LPR territory near the damaged bridge, and this issue was discussed in Minsk. But I want to note that there is a well-established practice of carrying out any activities along the contact line. Therefore, through the medium of the OSCE Monitoring Mission, both parties to the conflict should send applications for the conduct of work, for whose carrying-out each party provides additional security guarantees. The Ukrainian side did not do this, and therefore Ukraine will not carry out any work in the territory of the LPR. Moreover, the Lugansk People’s Republic has the necessary resources for an independent demining of the mentioned territory and there is absolutely no need to involve Ukrainian sappers for that. Each party is engaged in mine clearance of its own territory. Now all this is being reconciled,” the Minister of Foreign Affairs of the DPR clarified.
