5 августа вооруженные формирования Украины совершили обстрел поселка шахты 6/7 Никитовского района Горловки, в результате которого было повреждено здание действующей школы, а также дома мирных граждан.
Представительством ДНР в СЦКК и в переговорном процессе было проведено разбирательство по данному факту, в ходе которого было установлено направление обстрела и применяемое вооружение.
Так, было установлено, что огонь велся с позиций ВФУ, расположенных в Майорске, с применением крупнокалиберных пулеметов и стрелкового оружия.
В отчете по состоянию на 7 августа миссия подтвердила обстрел школы и жилых домов в Горловке и четко установила, что огонь велся с северо-западного направления, где оборудованы позиции подразделений 53-й отдельной механизированной бригады ВФУ:
- «На ул. Черняховского, 30, (около 3 км от передовых позиций вооруженных формирований), в жилом районе Бессарабка в Горловке (неподконтрольный правительству, 39 км к северо-востоку от Донецка) члены патруля миссии видели 2 разбитых окна (на втором этаже) и одно пулевое отверстие (на первом этаже) в северной стене трехэтажного здания функционирующей школы. По оценке СММ, все повреждения были свежими и образовались в результате попадания пуль крупнокалиберного пулемета (калибра 12,7 мм или 14,5 мм), выпущенных с северо-западного направления. По словам сотрудников школы, пули попали в здание под вечер 5 августа, когда там никого не было.
На соседней улице к западу от школы, на ул. Старобельской, 11 команда СММ видела 2 разбитых окна и пулевое отверстие — все в северной стене на втором этаже двухэтажного жилого дома. По оценке СММ, повреждения были свежими и возникли в результате попадания пуль крупнокалиберного пулемета (12,7 мм или 14,5 мм), выпущенных с северо-западного направления.
На соседней улице к востоку от вышеуказанной школы, на ул. Баха, 4 наблюдатели видели 3 пулевых отверстия в металлических воротах гаража и еще 1 пулевое отверстие в металлических воротах другого гаража — оба расположены примерно в 150 м от жилых домов. По оценке СММ, повреждения были свежими и возникли в результате попадания пуль крупнокалиберного пулемета (12,7 мм или 14,5 мм), выпущенных с северо-западного направления.
Приблизительно в 1,5 км к северо-востоку от вышеуказанных мест, на ул. Тушинской, 18/2 наблюдатели видели пулевое отверстие в северо-северо-западном окне и свежее пулевое отверстие во внутренней стене (напротив этого окна) одноэтажного дома. Хозяева дома (мужчина и женщина 50–60 лет) сообщили наблюдателям — когда повреждения образовались, их не было дома. Они также добавили, что, по словам соседей, их дом был поврежден под вечер 5 августа», – говорится в отчете СММ ОБСЕ.
Однако, несмотря на то, что в отчете миссии четко подтверждается тот факт, что обстрел производился с территории, подконтрольной ВФУ, украинская сторона продолжает манипулировать общественным мнением и перекладывать ответственность за свои преступления.
Так, в официальном сообщении, опубликованном на странице так называемого штаба ООС, украинская сторона в СЦКК опровергает причастность ВФУ к обстрелу Горловки. Оперируя в своем заявлении пустыми словами, ссылаясь на невозможность ведения огня на этом направлении якобы из-за рельефа местности, представители Киева не удосужились предоставить доказательства хотя бы в виде карты и профиля высот.
Кроме того, в сообщении также говорится, что «в указанный день и в указанном направлении запрос на введение режима тишина от СММ ОБСЕ не поступал», что также является грубой ложью. Оперативным дежурным ДНР в СЦКК через канал взаимодействия с миссией после начала обстрела незамедлительно был запрошен режим тишины у украинской стороны, которого удалось фактически достигнуть в 19:30.
Исходя из вышеуказанного, становится понятно, что представители Киева не собираются выполнять взятые на себя обязательства согласно принятому пакету дополнительных мер: проводить разбирательства и привлекать к ответственности нарушителей.
Отрицая очевидные факты, в частности информацию, опубликованную международной миссией ОБСЕ, украинская сторона целенаправленно намеревается завести переговорный процесс в тупик. Эти выводы также подтверждаются спланированными провокациями, таких как гибель 4 военнослужащих ВФУ и попытка обвинить в этом подразделения НМ ДНР, а также заявлениями официальных представителей переговорного процесса о прекращении участия в Минских переговорах до встречи Нормандской четверки.
Призываем ОБСЕ выступить с активной позицией по вопросу недопустимости совершения военных преступлений на территории Донбасса, влекущих за собой последствия для мирного населения.
Решительно осуждаем преступные действия подконтрольных Киеву вооруженных формирований и квалифицируем факты обстрелов жилых районов Республики как грубейшее нарушение действующего режима прекращения огня.
Также в соответствии с согласованным всеми участниками Контактной группы заявлением от 21 июля 2019 г. о подтверждении своих обязательств по соблюдению бессрочного, всеобъемлющего режима прекращения огня и дополнительных мер его усиления и контроля, требуем от украинской стороны провести соответствующее разбирательство, применить санкции к нарушителям, а от СММ ОБСЕ – отразить факты проведения разбирательства и наказания виновных в своем отчете.
On August 5th, 2019, the armed formations of Ukraine engaged the village of mine 6/7 in Nikitovsky district of Gorlovka, as a result of which the building of an operating school, as well as civilians’ houses, were damaged.
The DPR Representative Office to the JCCC and negotiating process conducted an investigation into this fact, during which they established the direction of firing and the weapons used.
Therefore, it was found that the fire was opened from AFU positions located in Mayorsk through the use of heavy machine guns and small arms.
In the report dated August 7th, the Mission confirmed that the school and residential buildings in Gorlovka were engaged and clearly established that the fire was opened from a north-west direction, where positions of the units of the 53rd AFU separate mechanized brigade are stationed:
“At 30 Chernyakhovskogo Street (about 3km from the forward positions of the armed formations), in the vicinity of Bessarabka of Gorlovka (non-government-controlled, 39km north-east of Donetsk), members of the Mission’s patrol saw two shattered windows (on the second floor) and a bullet hole (on the first floor) in a north-facing wall of the three-story building of the operating school. According to the SMM, all the damage was assessed as fresh and caused by heavy-machine-gun bullets (12.7mm or 14.5mm) fired from a north-westerly direction. According to the staff of the school, it had reportedly been hit by bullets in the early evening on August 5th and at the time there had been no one at the school.
On an adjacent street west of the school, at 11 Starobelskaya Street, an SMM team saw two shattered windows and a bullet hole, all on the second floor in the north-facing wall of a two-story residential building. The SMM assessed the damage as fresh and caused by heavy-machine-gun bullets (12.7mm or 14.5mm) fired from a north-westerly direction.
On an adjacent street east of the abovementioned school, at 4 Bakha Street, the monitors saw three bullet holes in the metal gate of a garage and a bullet hole in a metal gate of another garage, both located about 150m from residential properties. The SMM assessed the damage as fresh and caused by heavy-machine-gun-bullets (12.7mm or 14.5mm) fired from a north-westerly direction.
About 1.5km northeast of the previous locations, at 18/2 Tushinskaya Street, the monitors saw a bullet hole in a north-north-west-facing window and a fresh bullet hole in the inside wall (opposite of the abovementioned window) of a single-story house. The owners of the house (a woman and a man, aged 50-60) told the monitors that they had not been at home when the damage occurred, They also added that they had been notified by their neighbors that the damage had happened in the early evening on August 5th,” the OSCE SMM report reads.
However, despite the fact that the Mission’s report clearly confirms the fact that the attack was launched from the territory controlled by the AFU, the Ukrainian side continues to manipulate public opinion and shift the responsibility for its crimes.
Therefore, in the official statement published on the page of the so-called “Joint Forces Operation headquarters”, the Ukrainian party to the JCCC refutes the involvement of the AFU in the attack on Gorlovka. Engaging in empty talk in their statement, citing the impossibility of firing in that direction, allegedly because of the terrain, representatives of Kiev did not bother to provide evidence even in the form of a map and elevation profile.
In addition, the statement also says that they received no requests from the OSCE SMM for the reestablishment of ceasefire regime on that day or the indicated direction, which is also a gross lie. The DPR operational duty officer to the JCCC, through the channel of interaction with the Mission, immediately after the beginning of the attack requested a ceasefire regime from the Ukrainian side, which was actually reached at 19:30.
Based on the foregoing, it becomes clear that the representatives of Kiev are not going to fulfill their obligations according to the approved package of additional measures: to conduct investigations and bring the violators to responsibility.
Denying the obvious facts, in particular, the information published by the international OSCE Mission, the Ukrainian side intentionally intends to lead the negotiation process into deadlock. These conclusions are also confirmed by the planned provocations, such as the death of 4 AFU soldiers and an attempt to blame DPR People’s Militia units for that, as well as statements from official representatives to the negotiation process on the termination of their participation in the Minsk talks until a meeting of the Normandy Four.
We call on the OSCE to take an active stance on the inadmissibility of war crimes in Donbass, which entail consequences to the civilian population.
We strongly condemn the criminal acts of the armed formations controlled by Kiev and consider the facts of attack on residential areas of the Republic as a flagrant violation of the current ceasefire regime.
Also, in accordance with the statement agreed upon by all members of the Contact Group on July 21st, 2019 on the confirmation of their obligations for complying with the unlimited and comprehensive ceasefire and additional measures to strengthen and control it, we demand that the Ukrainian side conduct appropriate investigations, impose sanctions on the violators, and we ask the OSCE SMM to document the facts of the investigations conducted and the punishment of those responsible in a report.
