На фоне всевозможных спекуляций касательно ситуации с введением на государственных предприятиях временных администраторов министр доходов и сборов ДНР Евгений Лавренов в интервью корреспонденту официального сайта ДНР рассказал о том, что сейчас происходит на таких предприятиях как Харцызский сталепроволочный-канатный завод “Силур”, Горловский мясокомбинат, концерн «Стирол” и других.
“Несколько месяцев назад Глава Республики Денис Пушилин и Председатель Правительства Александр Ананченко неоднократно заявляли о том, что будет проводиться комиссионное разбирательство по деятельности всех государственных предприятий.
Министерство доходов и сборов в составе специальной комиссии проводит проверки по всем государственным предприятиям. В первую очередь это коснулось предприятий республиканского значения, таких как Юзовский металлургический завод, концерн “Стирол”, сталепроволочный-канатный завод “Силур” и другие. Предварительные результаты данных ревизий дали очень плачевные результаты”, — сообщил Евгений Лавренов.
Министр отметил, что существует три проблемы, не позволяющие полноценно запустить “Стирол”. Это энергетическая безопасность, поставка сырья и обстрелы со стороны ВФУ. “Конечно, надежда на запуск “Стирола” есть, но в каком промежутке времени это произойдет, сказать сложно”, — заявил министр доходов и сборов.
На заводе “Силур” также была проведена проверка с оценкой эффективности, по результатам которой выяснилось, что предварительный ущерб от управления прошлой временной администрации для Республики составил 152 миллиона рублей.
“Это те средства, которые недополучил бюджет государства. Поэтому было принято решение о смене временной администрации. Я хочу подчеркнуть, что это не передача завода в чью-то собственность. Новый временный администратор завода “Силур” уже вложил деньги в предприятие, готовится закупка сырья. Уверяю вас, что завод будет работать”, — подчеркнул Евгений Лавренов.
Те же изменения коснулись Горловского мясокомбината, где управление на себя взял новый временный администратор. “Сейчас анализ работы предприятия находится в процессе, и оценку дать мы еще не можем. Но хочу отметить, что в задачи нового администратора мясокомбината входит восстановление производства в полном объеме, развитие дистрибьюторской сети и рассмотрение возможности выхода на экспорт”, — прокомментировал министр.
Евгений Лавренов особо подчеркнул, что временная администрация не меняет право собственности. Она защищает программу развития предприятия, в которой прописаны действия предприятия, сохранение или увеличение рабочих мест, средства, вкладываемые временным администратором в предприятие, и плюсы для государства в виде налогов и сборов.

“A few months ago, Head of the Republic Denis Pushilin and Chairman of the Government Alexander Ananchenko repeatedly stated that a commission investigation would be conducted into the activities of all state-run enterprises.
The Ministry of Revenues and Duties, as part of the special commission, conducts inspections of all state-run enterprises. This primarily concerned enterprises of republic significance such as Yuzovsky Steel Works, Stirol concern, steel wire rope works Silur and others. The preliminary results of those revisions brought very unfortunate results,” Yevgeny Lavrenov informed.
The Minister noted that there are three problems that do not allow for a full-fledged startup of Stirol. This is energy security, the supply of raw materials and AFU attacks. “Of course, there is a hope for the startup of Stirol, but it’s difficult to say in what period of time it will happen,” the Minister for Revenues and Dues said.
At the Silur plant, an inspection has also been carried out with an assessment of its efficiency, according to whose results it turned out that the preliminary losses because of the management of the previous interim administration costed 152 million rubles to the Republic.
“These are the funds that the state budget has received less than due. Therefore, it has been decided to change the interim administration. I want to emphasize that this does not mean a transfer of the plant to someone else’s property. The new interim administrator of the Silur plant has already invested in the enterprise, and the purchase of raw materials is being prepared. I assure you that the plant will be working,” Yevgeny Lavrenov stressed.
The same changes also apply to the Gorlovka meat factory, whose management a new interim administrator assumed. “Now an analysis of the enterprise’s work is underway and we cannot make an assessment yet. But I want to note that the tasks of the new administrator of the meat factory involve restoring production in full, developing a distribution network and considering the possibility of exporting,” the minister commented.
Yevgeny Lavrenov emphasized that the interim administration does not change the property title. It protects the development program of an enterprise, which spells out the actions of the enterprise, the preservation or increase of jobs, the funds invested by the interim administrator in the enterprise, and advantages to the state in the form of taxes and fees.
