В Комплексе мер Минских соглашений прописан четкий пошаговый план, выполнение которого привело бы к разрешению вооруженного конфликта. Однако на данный момент именно по вине Украины до сих пор не выполнен ни один из 13 подписанных в Минске пунктов. Об этом заявил сегодня, 16 августа, Глава Донецкой Народной Республики Денис Пушилин.
«Мы не можем бесконечно ждать, когда Киев надумает выполнить взятые на себя обязательства, тем более что для этого не видно никаких предпосылок. Более того, все эти годы с момента подписания Минских соглашений Украина целенаправленно отталкивала от себя Донбасс. Киев не только устроил нам экономическую блокаду, он полностью обрубил политическую связь с Донецком и Луганском, отказываясь от прямого диалога с нами. За это время Донецкая и Луганская Народные Республики состоялись как независимые государства, которые осуществляют собственную внутреннюю и внешнюю политику», – отметил Пушилин.
Он подчеркнул, что принятая в начале этого года Концепция внешней политики определяет приоритетные направления внешнеполитической деятельности ДНР в интересах жителей Донбасса.
«Этот документ основан на действующей Конституции ДНР и направлен на защиту интересов нашего народа, развитие благоприятных внешних условий, в том числе установление дружеских и партнерских отношений с нашими соседями. В частности, мы развиваем свои отношения с Россией, и это тоже не противоречит Минским соглашениям, потому что там есть пункт о трансграничном сотрудничестве.
В нашей Концепции речь идет не о сегодняшнем дне, этот документ – на перспективу. Поскольку мы развиваемся, строим свою государственность, мы хотим быть представлены на международных площадках, в том числе и в ООН», – заявил Денис Пушилин.
Отвечая на вопрос, какие последствия может иметь для разрешения конфликта в Донбассе непродление с 1 апреля 2019 года договора о дружбе и сотрудничестве между Украиной и Россией, Глава Республики отметил, что этот договор не действует уже много лет.
«На самом деле Договор о дружбе, сотрудничестве и партнерстве между Украиной и РФ перестал действовать намного раньше. В апреле этого года он просто утратил свою силу формально, поскольку ранее украинский президент Порошенко подписал указ о «непродлении» этого соглашения.
По словам официального Киева, принявшего решение прекратить дружбу с Россией в одностороннем порядке, Донбасс и Крым стали яблоком раздора между двумя братскими странами. Украинские политики традиционно обвинили во всех грехах Россию.
Но это неправда. После государственного переворота в Киеве жители Донбасса и Крыма, основываясь на результатах общенародных референдумов, сами разорвали свои отношения с Украиной.
По-разному сложились судьбы этих двух регионов. Крым воссоединился с Российской Федерацией, а у Донбасса свой особенный путь домой, более сложный, чем у Крыма», – сказал Денис Пушилин.
По его словам, партнерство Донецкой Народной Республики с Россией усиливается с каждым годом.
«Мы тесно взаимодействуем с российской стороной по разным направлениям, проводим совместные мероприятия. Благодаря тесному взаимодействию произошел ряд изменений в образовательной сфере – уже четыре республиканских вуза прошли государственную аккредитацию в Российской Федерации. Также в этом году Президент России Владимир Путин издал указ об упрощенной процедуре получения российского гражданства нашими гражданами.
Процесс интеграции Донбасса с Россией зародился еще в 2014 году, в самом начале существования республик, а сейчас он стремительно набирает обороты. И наличие либо отсутствие формального договора между Украиной и Россией на этот процесс повлиять не может, поскольку решение теперь принимает народ Донбасса – мы сами решаем, с кем нам дружить, как выстраивать свою внутреннюю и внешнюю государственную политику», – резюмировал Глава ДНР.

“We cannot wait forever till Kiev decides to fulfill its obligations, all the more so we see no prerequisites to this end. Moreover, for all these years since the signing of the Minsk Agreements, Ukraine has been purposefully pushing Donbass away from itself. Kiev has done not only an economic blockade to us, it has completely cut off its political ties with Donetsk and Lugansk, refusing to engage in a direct dialogue with us. During this time, the Donetsk and Lugansk People’s Republics have succeeded as independent states that conduct their own internal and foreign politics,” Pushilin noted.
He emphasized that the Foreign Policy Concept adopted early this year determines priority areas of the DPR foreign policy in the interests of the residents of Donbass.
“This document is based on the current Constitution of the DPR and is aimed at protecting the interests of our people, developing favorable external conditions, including the establishment of friendly and partnership relations with our neighbors. In particular, we are developing our relations with Russia, and this also does not contradict the Minsk agreements, because it contains a clause on cross-border cooperation.
Our Concept is not about today, this document is about the future. Since we are making progress, forming our statehood, we want to be represented at international venues, including the UN,” Denis Pushilin stated.
Answering the question about what consequences to the settlement of the conflict in Donbass could arise from the fact that the treaty of friendship and cooperation between Ukraine and Russia was not renewed on April 1st, 2019, the Head of the Republic noted that this treaty had not been in force for many years.
“In fact, the Treaty of Friendship, Cooperation and Partnership between Ukraine and the Russian Federation ceased to operate much earlier. In April this year, it simply lost its force formally, because earlier, Ukrainian president Poroshenko signed a decree on the “non-renewal” of this treaty.
According to the official Kiev, which decided to end its friendship with Russia unilaterally, Donbass and Crimea became the bones of contention between the two fraternal countries. Ukrainian politicians traditionally blamed Russia for all sins.
But this is not true. After the coup d’état in Kiev, the residents of Donbass and Crimea, based on the results of the nationwide referenda, themselves discontinued their relations with Ukraine.
The fates of these two regions were different. Crimea reunited with the Russian Federation, and Donbass got its own special way home, harder than it was for Crimea,” Denis Pushilin said.
According to him, the partnership of the Donetsk People’s Republic with Russia enhances every year.
“We closely cooperate with the Russian side in various areas, and conduct joint events. Thanks to the close cooperation, a number of changes in the educational sphere have occurred — four republic higher educational establishments have already obtained state accreditation in the Russian Federation. Also this year, President of Russia Vladimir Putin signed a decree on a simplified procedure for acquiring Russian citizenship by our citizens.
The process of integration of Donbass into Russia came into being back in 2014, at the very beginning of the existence of the republics, and now it is rapidly gaining momentum. And neither presence nor absence of a formal treaty between Ukraine and Russia can influence this process, since the people of Donbass makes a decision now — we decide who we are friends with, how we form our internal and external state policies,” the Head of the DPR concluded.
