Сегодня, 20 августа, Глава Донецкой Народной Республики Денис Пушилин провел совещание с главами городов и районов Республики, руководителями профильных министерств и ведомств по вопросам подготовки к осенне-зимнему периоду 2019–2020 года. Как сообщает корреспондент официального сайта ДНР, руководитель государства обратил особое внимание на концентрацию усилий местных администраций и органов исполнительной власти на совместный поиск путей наиболее эффективного, практического решения существующих проблем.

«В ходе сегодняшнего совещания мы обсудим ряд вопросов, связанных с подготовкой Республики к зиме. Тема исключительно важная, поскольку в сравнении с прошлым годом мы движемся с опозданием. Напомню, одной из первостепенных задач является обеспечение эффективного взаимодействия между местными администрациями и органами исполнительной власти. Таким образом, наши основные усилия должны быть сконцентрированы не на констатации проблемы — это допустимо только для средств массовой информации, — а на поиски путей ее наиболее эффективного решения. Подчеркиваю, практического решения, основанного на расчете, который предполагает получение конкретного результата в конкретный срок, при соблюдении определенных условий», — сказал Денис Пушилин.

С докладами о ходе подготовки коммунального хозяйства к осенне-зимнему периоду выступили главы администраций прифронтовых городов Ясиноватой Дмитрий Шевченко и Докучаевска Александр Качанов.

По словам Дмитрия Шевченко, готовность городского коммунального хозяйства к зимнему периоду составляет 70%. «Основными проблемами, с которыми мы сталкиваемся при подготовке к зимнему периоду, — это отсутствие специализированной техники для ликвидации снежных заносов, отсутствие необходимых комплектующих материалов. Кроме того, я хотел бы заострить внимание на проблеме восстановления. Всего в Ясиноватой разрушено 1 600 частных домов, из них 249 полностью. Что касается многоквартирных домов – их более 140, из них 30 требуют капитального ремонта», — доложил глава администрации Ясиноватой.

Готовность к осенне-зимнему периоду городского хозяйства Докучаевска глава администрации Александр Качанов оценил в 71%. Особое внимание он уделил вопросу ремонта автомобильной дороги республиканского значения, связывающей Докучаевск и Донецк, на участке Докучаевск – Еленовка, а также существующим задержкам с восстановлением социально значимых объектов города, таких как центральная городская больница и Докучаевский техникум Донецкого национального университета экономики и торговли им. М.И. Туган-Барановского.

По результатам совещания Главой ДНР был дан ряд поручений главам администраций городов и районов, Министерству строительства и жилищно-коммунального хозяйства ДНР, Министерству финансов ДНР.

«Администрациям городов и районов совместно с Министерством строительства и жилищно-коммунального хозяйства в полном объеме обеспечить проведение подготовительных мероприятий к работе в осенне-зимний период 2019–2020 года в срок до 30 сентября 2019 года.

Министру финансов обеспечить своевременное финансирование подготовительных мероприятий к работе в осенне-зимний период 2019–2020 года в срок до 30 сентября 2019 года.

Let me remind you that one of the paramount tasks is to ensure effective interaction between local administrations and executive authorities. Thus, our main efforts should not be focused on stating the problem — this is acceptable only for the media — but on finding ways to solve it most effectively. I emphasize: a practical solution based on reckoning, which involves obtaining a specific result by a specific date, in compliance with certain conditions,” Denis Pushilin said.

Dmitry Shevchenko and Alexander Kachanov, the mayors of the front-line towns of Yasinovataya and Dokuchayevsk, reported on the progress in preparing the public utilities for the autumn-winter season.

According to Dmitry Shevchenko, the readiness of the utility service of the town for the winter season makes 70%. “The main problems that we face in preparing for the winter season are the lack of special equipment for the elimination of snow drifts, the lack of necessary completion materials. In addition, I would like to draw your attention to the issue of reconstruction. In total, 1,600 separate houses have been destroyed in Yasinovataya, of which 249 destroyed completely. As for apartment buildings, there are more than 140 of them, 30 of which require major repairs,” the head of the Yasinovataya administration reported.

The readiness for the autumn-winter season of the municipal services of Dokuchayevsk was assessed by head of its administration Alexander Kachanov as 71%. He drew special attention to the repair of the republic highway linking Dokuchayevsk and Donetsk on the Dokuchayevsk-Yelenovka section, as well as to the existing delays in the reconstruction of socially significant facilities of the town, such as Central Town Hospital and Dokuchayevsk Technical College affiliated with Donetsk National University of Economics and Trade named after M.I. Tugan-Baranovsky.

Based on the results of the meeting, the Head of the DPR gave a series of tasks to the heads of the administrations of towns and districts, the DPR Ministry of Construction Industry, Housing and Public Utilities Sector, and the Finance DPR Ministry.
