At the meeting of the political group, the Ukrainian side continues to sabotage the fulfilment of its commitments under both the Complex of Measures and the final communique of the leaders of the Normandy Format countries, the DPR Ministry of Foreign Affairs stated on January 16.
“Instead of working together with the representatives of the republics on the legal aspects of the special status of Donbass, the Ukrainian authorities are engaged in self-initiated legislative activity: one day they submit for the parliament’s consideration some projects on the “decentralization” of the state that have nothing to do with the Minsk Agreements or with the real decentralization, another day they call off their own proposals. All this proves the lack of will of the Ukrainian leadership to objectively and consistently fulfill their commitments on the political track in the Minsk format,” DPR Plenipotentiary Natalya Nikonorova noted.
At the same time, the negotiators from Ukraine have never submitted for the Contact Group’s consideration any draft regulations that, according to the political items of the Complex of Measures and the notes to it, must be adopted in accordance with a wording agreed upon with the representatives of the republics.
“The Ukrainian side should finally begin to implement the political part of the Minsk Agreements, particularly, begin providing their written positions on all legal aspects of the special status of Donbass, and then begin agreeing with us on these draft regulatory legal acts: amendments to the law on the special status, other laws arising therefrom, by-laws, agreements and, most importantly, amendments to the constitution, enshrining these provisions,” the DPR Plenipotentiary emphasized.
