Сегодня, 16 октября, в администрации Донецка врио Главы ДНР Денис Пушилин провел рабочую встречу с руководителями предприятий Республики, сообщает корреспондент официального сайта ДНР. Во встрече также приняли участие и.о. министра доходов и сборов Евгений Лавренов, и.о. министра экономического развития Виктория Романюк, и.о. главы администрации Донецка Алексей Кулемзин.

«Для нас является очень важным развитие предпринимательства, бизнеса в Республике. К сожалению, были зафиксированы перегибы на местах по ряду направлений. Считаю это неприемлемым в нынешних условиях в Республике, когда идет война, экономическая блокада, наша непризнанность. Внутри Республики мы можем и обязаны делать больше.

Мы должны прислушиваться к инициативам бизнеса, потому что это те люди, которые не просто сидят и ждут, а готовы брать на себя ответственность и создавать условия жизни для себя, создавать рабочие места и пополнять бюджет. Поэтому нам всем нужно очень серьезно поработать.

На данный момент можно констатировать, что подходы Министерства доходов и сборов поменялись. На данном этапе у нас в Республике появится нововведение – Уполномоченный по правам предпринимателей. Это будет новый орган, который услышит проблемы предпринимателей и будет готов донести их до всех профильных ведомств, включая меня лично. Также будет рассмотрен вопрос создания Совета предпринимателей», — отметил в своем выступлении Денис Пушилин.

Во время встречи предприниматели задавали интересующие их вопросы, которые касались обеспечения дизельным топливом сельхозпредприятий, возврата рынков законным владельцам, рынков сбыта.

Также поступила просьба внести изменения в Закон ДНР от 28 февраля 2018 года «Об основах государственного регулирования торговой деятельности, сферы общественного питания и бытового обслуживания населения» в части главы 2. Как отметил предприниматель, под действие этой главы попадают порядка 30 предприятий Донецка. Из-за некоторых пунктов данной главы — предприятия общественного питания находятся под угрозой закрытия.

«Этому вопросу нужно уделить пристальное внимание. Необходимо представить справку-рекомендацию по каждому из этих предприятий от администрации города. Затем мы рассмотрим этот вопрос на Совете Министров и, если это понадобится, подадим документы на изменения в законодательстве. Рассмотрим разные варианты. Считаем, что здесь поддержка государства, если нет других препятствий, должна присутствовать», — отметил Денис Пушилин.

По всем вопросам врио Главы ДНР дал подробные разъяснения, некоторые вопросы взял на личный контроль, по ряду вопросов попросил предоставить подробную информацию о сложившейся ситуации.

Today, on October 16th, in the administration of Donetsk, interim Head of the DPR Denis Pushilin held a working meeting with owners of enterprises of the Republic, a correspondent of the DPR official website reports. Acting Minister of Revenues and Duties Yevgeny Lavrenov, acting Minister of Economic Development Viktoria Romanyuk and acting Mayor of Donetsk Aleksey Kulemzin also attended the meeting.

“Development of entrepreneurship and businesses in the Republic is very important for us. Unfortunately, there have been some excesses committed at the local level in a number of areas. I consider this unacceptable amid the present conditions in the Republic, when there is the war going on, the economic blockade, and our non-recognition. Within the Republic, we can and must do more.

We should listen to businesspersons’ initiatives, because these are people who are not just sitting out and waiting, but willing to take responsibility and create living conditions for themselves, create jobs and replenish the budget. Therefore, we all need to work very seriously.

At the moment, it can be stated that the approaches of the Ministry of Revenues and Duties have changed. At this stage, we will have an innovation in the Republic — the Commissioner for the Rights of Entrepreneurs. This will be a new body that will give a hearing to entrepreneurs’problems and will be ready to report them to all relevant bodies, including tome personally. The issue of instituting the Council of Entrepreneurs will also be considered,”Denis Pushilin said in his speech.

During the meeting, entrepreneurs asked their questions that concerned the provision of diesel fuel to agricultural enterprises, the return of markets to their legal owners, and the outlets.

In addition, there was a request to make amendments to the DPR Law On the basics of state regulation of trade activities, the sphere of foodservice and consumer services,as of February 28th, 2018, in part of chapter 2. According to an entrepreneur, about 30 enterprises of Donetsk fall under this chapter. Due to some of the paragraphs of this chapter, public foodservice facilities are at risk of closure.

“This issue must be paid close attention. It is necessary that the city administration submit a recommendationnote for each of these enterprises. Then we will consider this issue at the Council of Ministers and, if necessary, submit documents for amendments to the legislation. We will consider various options. We believe that the state support, if there are no other obstacles, should be rendered here,”Denis Pushilin noted.

Regarding all the questions, the interim Head of the DPR provided detailed explanations, took personal charge of some of the matters, concerning several issues, he asked to provide detailed information on the situation emerged.
