Факт обсуждения выборов в Донецкой и Луганской Народных Республиках на таком высоком уровне, как Совет Безопасности ООН, созываемом по инициативе США, Франции, Великобритании, Швеции, Нидерландов и Польши, без участия представителей ДНР и ЛНР вызывает недоумение. Мне непонятно, почему эти страны не инициируют заседание Совбеза ООН, когда от обстрелов вооруженных сил Украины гибнут ни в чем не повинные жители Донбасса, когда Донбасс душат блокадами, когда Киев делает все, чтобы сорвать Минские соглашения, препятствуя разведению сил и средств, саботируя обмен пленными, не выполняя политическую часть Минских соглашений. Все это у западных стран не вызывает никакой реакции. В конце концов, когда диверсанты службы безопасности Украины подлым образом убивают Главу ДНР Александра Захарченко – ни одна из этих или других западных стран не выражает сожаления и не собирается обсудить, как этот террористический акт может повлиять на процесс мирного урегулирования.

При этом вопрос проведения выборов в Республиках, которые абсолютно не противоречат Минским соглашениям, Совет Безопасности ООН решил обсудить. И это несмотря на то, что в Комплексе мер по выполнению Минских соглашений предусмотрено согласование сторонами лишь проведение местных выборов, которые ни в ДНР, ни в ЛНР не проводились и пока проводить не планируется.

После совершенного агентами украинских спецслужб террористического акта, в результате которого погиб Глава Донецкой Народной Республики Александр Захарченко, Республика столкнулась с проблемой досрочного прекращения полномочий Главы. Мы просто не могли допустить вакуума власти, необходимо было обеспечить непрерывность государственного управления — поэтому были назначены выборы Главы и парламента. Обсуждение вопроса о предстоящих в Донбассе выборах Совбез ООН планирует без участия представителей Донецкой и Луганской Народных Республик, что, по меньшей мере, некорректно и необъективно.

Я искренне рассчитываю, что Совет Безопасности ООН не пойдет по пути двойных стандартов, свойственному западным странам и в особенности — США.

Уверен, что Российская Федерация — член Совета Безопасности ООН — продолжит оказывать нам помощь на дипломатической арене и приложит максимум усилий, чтобы отстоять интересы народа Донбасса.

В любом случае выборы в Донецкой Народной Республике состоятся. Они будут прозрачными, открытыми, пройдут по нашим законам, в соответствии с Конституцией и со всеми международными нормами и стандартами.

The fact that the elections in the Donetsk and Lugansk People’s Republics are discussed at such a high level as the UN Security Council, which has been convened at the initiative of the United States, France, Great Britain, Sweden, the Netherlands and Poland, to the exclusion of DPR and LPR representatives, is perplexing. I cannot understand why these countries do not initiate a UN Security Council meeting, when innocent residents of Donbass are killed in shooting attacks of the Ukrainian armed forces, when they strangle Donbass with their blockades, when Kiev makes every effort to thwart the Minsk agreements, thereby hindering the withdrawal of forces and armaments, sabotaging the exchange of war prisoners, failing to fulfill the political section of the Minsk agreements. All this never drew any response from the Western countries. At the end of it, when commandos of the Security Service of Ukraine basely killed Head of the DPR Alexander Zakharchenko, no Western country showed regret or intended to have a discussion of how this terrorist act could affect the peace process.

At the same time, the subject of elections in the Republics, which absolutely does not contradict the Minsk agreements, the UN Security Council has decided to discuss anyway. And this is despite the fact that the Complex of Measures for the implementation of the Minsk agreements provides for holding only the local elections that the parties should agree on, that have been held neither in the DPR nor in the LPR and are not planned yet.

When the agents of the Ukrainian special services committed the terrorist attack, which resulted in the death of Head of the Donetsk People’s Republic Alexander Zakharchenko, the Republic encountered the problem of the early termination of the Head’s office. We just could not let a power vacuum happen, it was necessary to ensure the continuity of governance, so the elections of the Head and the Parliament were announced. The UN Security Council intends to discuss the upcoming elections in Donbass without the participation of representatives of the Donetsk and Lugansk People’s Republics, which, to say the least, is incorrect and biased.

I sincerely hope that the UN Security Council will not embark on the path of double standards, typical of Western countries and, in particular, of the United States.

I am confident that the Russian Federation, which is a member of the UN Security Council, will continue to help us in the diplomatic arena, and will make every effort to defend the interests of the people of Donbass.

In any case, the elections in the Donetsk People’s Republic will happen. They will be transparent, overt; they will be held in conformity with our laws and in accordance with the Constitution, including all the international rules and standards.
