На заседании Контактной группы приступили к обсуждению вопросов повестки дня – МИД ДНР / The Contact Group has begun to discuss the issues on the agenda at the meeting – DPR Foreign Ministry

Сегодня, 4 декабря, в Минске проходит заседание Контактной группы. Как сообщает пресс-служба МИД ДНР, на обсуждение Контактной группы вынесены основные вопросы:

— в рамках работы подгруппы по вопросам безопасности основные темы для обсуждения – последствия нарушений украинской стороной режима прекращения огня, в частности использования БПЛА для поражения наземных целей, согласование пакета дополнительных мер усиления и контроля перемирия, а также возобновление обязательств сторон по выполнению Рамочного решения по разведению сил и средств;

— на повестке рабочей группы по гуманитарным вопросам – ряд практических вопросов, касающихся обмена пленными, поиска пропавших без вести, а также значительное ухудшение ситуации по соблюдению основополагающих прав человека на жизнь и свободу на фоне введенного Украиной особого правового режима в Донецкой и Луганской областях;

— в работе подгруппы по экономическим вопросам наиважнейшими темами остаются введение механизма выплаты пенсий, задолженность Украины работникам железной дороги и КП «Вода Донбасса», а также восстановление полноценной работы мобильного оператора связи Vodafone.

— политическая подгруппа продолжит обсуждать базовые вопросы имплементации формулы Штайнмайера как механизма вступления в силу закона об особом статусе, а также выполнение украинской стороной взятых на себя обязательств в контексте введенного военного положения.

Today, on December 4th, the Contact Group’s meeting is being held in Minsk. According to the press service of the DPR Foreign Ministry, the main issues submitted for discussion to the Contact Group are:

— within the framework of the subgroup for security affairs, the main topics for discussion are the consequences of violations by the Ukrainian side of the cease-fire, in particular the use of UAVs to destroy ground targets, the harmonization of a package of additional measures to strengthen and control the truce, as well as the renewal of the obligations of the parties to implement the Framework Decision on withdrawal of forces and armaments;

— the agenda of the working group for humanitarian affairs contains a number of practical issues relating to the exchange of war prisoners, the search for missing persons, as well as a significant deterioration of the situation with respecting the fundamental human rights to life and liberty against the background of the special legal regime imposed by Ukraine in Donetsk and Lugansk regions;

— the work of the subgroup for economic affairs, among the most important topics, involves introducing a pension payment mechanism, repaying the debt of Ukraine to employees of the railway and Voda Donbassa public utilities company, as well as restoring full-fledged work of Vodafone mobile communication provider.

— the political subgroup will continue to discuss the basic issues of implementation of Steinmeier’s formula as a mechanism for an entry-into-force of the law on the special status, as well as the fulfillment by the Ukrainian side of its obligations in the context of the imposed martial law.
