Глава ДНР Денис Пушилин 7 февраля провел совещание с главами администраций городов и районов Республики, руководителями профильных министерств и ведомств. Как сообщает корреспондент официального сайта ДНР, в ходе встречи были заслушаны доклады о результатах рассмотрения обращений граждан по вопросам работы коммунальных служб и городского транспорта; исполнения распоряжения о реализации мер по восстановлению муниципального жилого фонда; выполнения текущего и капитального ремонта дорог.

«С начала года от граждан Донецкой Народной Республики по вопросам работы коммунальных служб поступило около 1300 обращений. Нужно сказать, что эту зиму мы проходим сложно, критическая ситуация сложилась с уборкой дорог и вывозом мусора. Хуже всего дела обстоят в Харцызске. Из-за погодных условий отмечена неудовлетворительная работа общественного транспорта в Донецке, Енакиево, Шахтерске и Горловке. В столице Республики на отдельных маршрутах трамваи просто остановились. Это недопустимая ситуация, необходимо проанализировать ошибки, недоработки и сделать выводы», — обратился к присутствующим Глава Республики.

Первым о ситуации с работой коммунальных служб доложил и. о. главы администрации Донецка Алексей Кулемзин: «Работа коммунального транспорта, в частности электротранспорта, восстановлена в полном объеме. В течение недели в круглосуточном режиме все трамвайные пути были очищены, это порядка 130 км. К ухудшению погодных условий мы готовы, ошибки проанализированы.
Что касается вывоза мусора, мы были вынуждены применить административные меры, распределить наших сотрудников на все объекты КП «Громада» и отслеживать работу. В течение недели удалось устранить коллапс — около 1 000 кубов перенакопления. С понедельника предприятие работает самостоятельно, наблюдается недовыпуск транспорта, в рабочем режиме отрабатываем ситуацию, она стабильно тяжелая».

Денис Пушилин поручил усилить контроль над вывозом ТБО и обеспечить своевременное реагирование на подобные ситуации в будущем. «Необходимо продолжать контролировать ситуацию с мусором. Резонанс спал, но проблема остается актуальной. У вас есть механизмы и административный ресурс, которые нужно задействовать при ухудшении ситуации.
Что касается остановки трамваев, я понимаю, что проблема была вызвана объективными причинами и коммунальные службы оперативно включились в работу. Но здесь важно понимать, что руководство города должно своевременно реагировать на кризисные моменты», — подчеркнул он.

Критическая ситуация с работой общественного транспорта из-за непогоды сложилась в Енакиево. Глава городской администрации отчитался, что на сегодня движение трамваев еще не восстановлено, однако местным властям удается решать проблему за счет дополнительных автобусов, уменьшения интервалов движения между ними. Кроме того, обеспечен бесплатный проезд для школьников в утренние и послеобеденные часы. Вопрос вывоза ТБО, по словам Храменкова, решен почти на 80%, идут работы по установке новых баков.

Не менее тяжелая ситуация сложилась и в Харцызске, от жителей города поступило более 40 обращений по поводу неудовлетворительной работы коммунальных служб. И.о. главы администрации Харцызска Александр Левченко сообщил, что на сегодня не вывезены ТБО с 10 контейнерных площадок, работа ведется каждый день с привлечением сторонней техники. Руководитель города заверил, что вопрос будет решен в течение 3 дней. Что касается очистки дорог, Александр Левченко констатировал, что для стабилизации ситуации необходима полная реорганизация работы коммунальных служб, соответствующие предложения будут направлены в адрес Главы ДНР в ближайшее время .

По итогам рассмотрения вопроса Денис Пушилин поручил в кратчайшие сроки устранить все недочеты и провести работу над ошибками с целью недопущения подобных ситуаций в будущем.

В ходе совещания был рассмотрен ход исполнения распоряжения о реализации мер по восстановлению муниципального жилого фонда для последующего распределения отдельным категориям граждан, пострадавшим в ходе военных действий.

«Обеспечение граждан, потерявших единственное жилье из-за военных действий – одна из важнейших задач государства. Было издано распоряжение, призванное активизировать эту работу в городах и районах, первые шаги уже сделаны. Есть понимание, что ряд смет на проведение ремонтных работ будет внесен уже в бюджет второго квартала», — отметил Глава Республики.

С докладом по вопросу выступил первый заместитель министра строительства и ЖКХ ДНР Виталий Кижаев. По его словам, планируется провести ремонтные работы в квартирах муниципальной формы собственности и комнатах общежитий. На сегодня администрациями городов предоставлены данные по 164 объектам.

Также на повестку дня был вынесен вопрос выполнения текущего и капитального ремонта в 2019 году автомобильных дорог.

«Следующий вопрос – выполнение текущего и капитального ремонта в 2019 году автомобильных дорог общественного пользования. Тема важная и достаточно болезненная, но нельзя забывать о том, что дороги – это стратегический объект инфраструктуры, и государство должно держать их состояние под постоянным контролем», — сказал Пушилин.

Министр транспорта Республики сообщил, что в 2019 году планируется выполнение текущего капитального ремонта на дорогах общего пользования протяженностью более 172 км. Глава ДНР Денис Пушилин поручил рассмотреть возможность применения инновационных технологий при выполнении ремонтных работ.

Итоги совещания подвела начальник Управления внутренней политики Главы ДНР Ольга Позднякова.

«Первый вопрос касался качества работы коммунальных служб и городского транспорта. Это общие для всех городов и районов вопросы, которые находятся на постоянном контроле руководства Республики, и они будут подниматься в рабочем порядке до полного устранения всех проблем. В ряде городов сложилась критическая ситуация по уборке дорог и вывозу мусора. И сегодня необходимо сделать все возможное для эффективного ее разрешения. Важным является и оперативное информирование граждан о проблемах.
Также рассматривался вопрос восстановления муниципального жилого фонда для последующего распределения отдельным категориям лиц, пострадавшим от военных действий. Первые шаги уже сделаны – составлены сметы на проведение ремонтных работ, которые будут внесены в бюджет второго квартала 2019 года. Необходимо наладить работу на местах и наладить плотное взаимодействие между администрациями городов и Министерством строительства и ЖКХ.
Третий вопрос – это ремонт дорог. Объективно мы не можем отремонтировать все дороги за один заход, учитывая то, что многие из них не ремонтировались десятилетиями. Но работа в этом направлении ведется, всем главам нужно внимательно подойти к планированию того, какие дороги должны быть отремонтированы в первую очередь, обратить внимание на их проходимость и обращения граждан», — подытожила она.

“Since the beginning of the year, about 1,300 complaints have been received from citizens of the Donetsk People’s Republic regarding the work of public utilities. It must be said that we have faced challenges this winter, a critical situation has arisen with road clean-up and garbage disposal. The situation in Khartsyzk is the worst. Due to the weather conditions, unsatisfactory performance of public transport has been noticed in Donetsk, Yenakiyevo, Shakhtersk and Gorlovka. In the capital of the Republic, trams have just stopped on some routes. This is an unacceptable situation, it is necessary to analyze the mistakes, the gaps, and draw conclusions,” the Head of the Republic addressed those present.

Acting mayor of Donetsk Aleksey Kulemzin was first to report on the situation with the work of public utilities, “The work of public transport, in particular electric transport, has been restored in full. Over the week, around the clock, all the tram lines have been cleaned up, which is about 130 km. We are ready for deteriorating weather conditions, the mistakes have been analyzed.
As for the garbage removal, we have had to take administrative measures, distribute our employees among all the facilities of Gromada Public Utilities Company and monitor the work. Over the week, it has been possible to eliminate the collapse — about 1,000 cubes of over-accumulation. Since Monday, the company has been working independently, there is a lack of transport dispatch, we are dealing with the situation in the standard operating mode, it is consistently difficult.”

Denis Pushilin instructed that control over the removal of solid waste be enhanced and timely response to such situations in the future be ensured. “We need to continue to monitor the situation with solid waste. The stir has subsided, but the problem remains. You have the mechanisms and administrative resources that you need to resort to when the situation gets worse.
As for the stoppage of the trams, I understand that the problem stemmed from objective causes and the utilities promptly got involved in the work. But here it is important to realize that the city authorities must promptly respond to crisis moments,” he stressed.

A critical situation with the work of public transport due to the bad weather has emerged in Yenakiyevo. The mayor of the town reported that for today, the tram traffic had not yet been restored, but the local authorities had managed to solve the problem thanks to additional buses and by reducing the intervals of their departure. In addition, free travel is provided for schoolchildren in the morning and afternoon hours. According to Khramenkov, the issue of solid waste removal has been resolved by almost 80%, work is underway to set up more dumpsters.

No less challenging situation has emerged in Khartsyzk, over 40 complaints have been received from residents of the town about the unsatisfactory work of public utilities. Acting mayor of Khartsyzk Alexander Levchenko said that for today no solid waste had been removed from 10 container sites, work was done every day with the involvement of off-site equipment. The mayor the town assured that the issue would be resolved within 3 days. As for the road clean-up, Alexander Levchenko claimed that in order to stabilize the situation, a complete reorganization of the work of public utilities was necessary, the relevant proposals would submitted to the Head of the DPR in the near future.

Following the consideration of the issue, Denis Pushilin instructed that all the shortcomings be eliminated as soon as possible and an error correction be carried out to prevent similar situations in the future.

During the meeting, they reviewed the execution of the order on the implementation of measures to reconstruct the public housing stock for subsequent distribution among certain groups of citizens affected by hostilities.

“Supporting the citizens who have lost their only home due to the hostilities is one of the most important tasks of the state. An order was issued to intensify this work in cities, towns and districts, the first steps have already been taken. There is an understanding that a number of estimates to carry out the repair will be introduced to the budget of the second quarter,” the Head of the Republic noted.

First Deputy Minister of Construction Industry, Housing and Public Utilities of the DPR Vitaly Kizhayev reported on the issue. According to him, it is planned to carry out repair work in the apartments of the municipal form of ownership and in the rooms of municipal residential facilities. Today, the city administrations have provided data on 164 facilities.

The issue of the implementation of current and general road mending in 2019 also appeared on the agenda.

“The next issue is the implementation of current and thorough overhaul of public roads in 2019. The topic is important and quite acute, but we should not forget that the roads are a strategic infrastructure facility, and the state should keep their condition under constant control,” Pushilin said.

Chief of the Internal Policy Directorate under the DPR Head Olga Pozdnyakova summarized the meeting.

“The first issue concerned the quality of work of public utilities and urban transport. These issues are common to all the cities, towns and districts and being constantly monitored by the leadership of the Republic; they will be raised in due course until all the problems are completely eliminated. In some towns, there is a critical situation with road clean-up and garbage disposal. And today it is necessary to make every effort to effectively resolve that. It is also important to promptly inform citizens about the problems.
The issue of the reconstruction of public housing for a subsequent distribution among certain groups of people affected by hostilities was also considered. The first steps have already been taken — estimates for repairs have been made, which will be introduced to the budget of the second quarter of 2019. It is necessary to improve the work locally and establish close cooperation between town administrations and the Ministry of Construction Industry, Housing and Public Utilities.
The third issue was road mending. Objectively, we cannot repair all the roads in a go, given the fact that many of them have not been repaired for decades. But work in this direction is underway, all the heads need to carefully approach the planning of which roads should be repaired in the first place, pay attention to their passability and citizens’ appeals,” she concluded.
