О текущей ситуации с процессом проведения аккредитации медучреждений, его причинах, а также об ответственности аккредитованных медучреждений в эксклюзивном интервью корреспонденту официального сайта ДНР рассказала министр здравоохранения ДНР Ольга Долгошапко.
«15 сентября 2018 года Постановлением Совета Министров Донецкой Народной Республики № 3-6 принят Порядок государственной аккредитации учреждений здравоохранения Донецкой Народной Республики, согласно которому первая аккредитация проводится через 5 лет со дня получения учреждением здравоохранения лицензии на ведение хозяйственной деятельности в сфере здравоохранения, выданной Министерством здравоохранения Донецкой Народной Республики (первая лицензия учреждению здравоохранения выдана Министерством здравоохранения 23.12.2015 г.). Государственной аккредитации подлежат все учреждения здравоохранения, оказывающие медицинскую помощь первичного, вторичного и третичного уровня, независимо от формы собственности.
Порядком государственной аккредитации также определены основные направления и документы, которые необходимо разработать и утвердить для проведения процедуры аккредитации. В частности, в настоящее время разрабатываются нормативные акты по проведению аттестации лабораторий в учреждениях здравоохранения, а также по отраслевым стандартам государственной аккредитации учреждений здравоохранения и реестру аккредитованных учреждений.
Государственная аккредитация учреждений здравоохранения Донецкой Народной Республики – это официальное признание наличия в учреждениях здравоохранения условий для качественного, безопасного, своевременного уровня оказания медицинской помощи населению, соблюдения ими стандартов в сфере здравоохранения, соответствия работников учреждения здравоохранения единым квалификационным требованиям. Аккредитация является составной частью системы государственного контроля качества и безопасности медицинской деятельности», — сказала министр.
In an exclusive interview with a correspondent of the DPR official website, Minister of Health of the DPR Olga Dolgoshapko spoke on the current situation with the process of accreditation of medical facilities, the reasons for it, as well as the responsibility of the medical institutions that have passed the accreditation.
“On September 15th, 2018, Decree 3-6 of the Council of Ministers of the Donetsk People’s Republic adopted the Order for State Accreditation of Health Care Facilities of the Donetsk People’s Republic, according to which the first accreditation is carried out 5 years from the date when a health care institution is granted the license to conduct business management in the healthcare sphere, issued by the Ministry of Health of the Donetsk People’s Republic (the first license to a healthcare institution was issued by the Ministry of Health on December 23rd, 2015). All public healthcare facilities that provide primary, secondary, and tertiary care, regardless of their type of ownership, are subject to state accreditation.
The order for state accreditation also defines the main areas and documents that must be formalized and approved to carry out the accreditation procedure. In particular, regulatory legal acts for the certification of laboratories in healthcare institutions, as well as the branch-wise standards for state accreditation of healthcare institutions and a register of accredited institutions are currently being elaborated.
The state accreditation of healthcare facilities in the Donetsk People’s Republic is the official recognition of the presence of high-quality, safe and timely medical care for the population in health care facilities, their compliance with healthcare standards, and compliance of employees of a healthcare institution with the unified qualification requirements. The accreditation is an integral part of the system for state quality control and safety of medical activities,” the minister said.
