In the interview with a correspondent of the DPR official website on November 25th, Elena Shishkina, a lawyer and the chairperson of the DPR People’s Council Committee for Criminal and Administrative Legislation, commented on the involvement of A. Danilov, who holds the office of the Ukrainian National Security and Defense Council’s secretary, in the plan for the deportation of the people of Donbas.
In particular, the human rights defender notes that the provisions of the reintegration project violate human rights and freedoms enshrined in the Ukrainian constitution and international law.
“The plan for the deportation of the people of Donbass is fully consistent with the functions assigned to the National Security and Defense Council of Ukraine in accordance with the Ukrainian law On the National Security and Defense Council of Ukraine.
Further, it is noteworthy that the date of the document is October 29. I would also like to highlight the fact that it is president of Ukraine Vladimir Zelensky who is the chairman of Ukraine’s National Security and Defense Council.
It was on October 29 that Zelenskyy met with the Council’s representatives to discuss the reintegration of Donbass. Moreover, the first stage of the withdrawal of forces and equipment in Stanitsa Luganskaya began on October 29. It is clear that the document in question emerged against the backdrop of those two important events.
In addition, the deportation plan is set out in the official form of the National Security and Defense Council’s secretary, which is confirmed by numerous documents published on the official website of the Council for the period from 2014 to the present.
Therefore, the comments from secretary of the National Security and Defense Council A. Danilov are beneath all criticism: he does not even know what forms his organization uses, and all his denials of the official plan for the deportation base on the words “this is a fake”.
At the same time, we did not see an official statement from the executive of the National Security and Defense Council, but some kind of speech by yet another member of Kvartal 95 Studio, who had been cornered and had to find excuses urgently,” Elena Shishkina stated.
She also noted that the main refutation of the plan for the deportation of the Donbass people on the part of the Ukrainian president, who is the chairman of the National Security and Defense Council in addition to his presidential duties, can only be the implementation of the Minsk Agreements and the granting of the special status to Donbass by amending the Ukrainian constitution.
“But the official Ukrainian government cynically, even while trying to refute its stance on the Donbass population, found nothing better to do than to demonstrate its commitment to fascism and Nazism to the entire international community once again.
This document also violates the provisions of the European Convention on Human Rights, which is ratified by Ukraine,” Elena Shishkina stressed.
