Today, on January 15, parliamentarians considered the bill “On Amendments to Article 5 of the DPR Law ‘On State Secrets’ and Article 138 of the DPR Law ‘On the Basics of the Budget Structure and Budgetary Process in the Donetsk People’s Republic’.” According to the correspondent of the DPR Official Website, DPR People’s Council Chairman Vladimir Bidyovka spoke about the amendments proposed.
“The draft law has been developed to bring into line the norms of the DPR laws “On State Secrets” and “On the Basics of the Budget Structure and the Budgetary Process in the Donetsk People’s Republic.”
The bill establishes the principle of transparency and openness of the budgetary process, according to which the approved budgets and reports on their implementation are to be published in the media, the information on the progress of budget execution is to be presented in full, and other information on budgets is to be available by decision of the People’s Council and local governments.
The bill provides that before the adoption of the law on the Republican budget of the DPR for the next fiscal year and decisions by local authorities on the budget for the next fiscal year, access to information on the income and expenses of the DPR budget system will be carried out in the order established by the Head of the DPR,” the speaker of the parliament said.
