The Head of the Donetsk People’s Republic held a meeting with mayors of towns, cities and districts today, on January 16. According to a correspondent of the DPR Official Website, during the meeting they raised problematic issues related to the operation of solid waste landfills in towns and districts of the DPR, the mayors reported on the implementation of the Head’s instructions, they also discussed the progress in reconstructing the damaged housing stock.

“At present, the main problem in the territory of the Donetsk People’s Republic is the lack of landfills that meet the environmental requirements. The operating landfills create environmental problems, since they exist in the conditions of non-compliance with any safety measures and may cause large-scale environmental pollution. Also, one of the problems is the lack of funding for the arrangement and maintenance of landfills located in our towns and districts, there is an urgent issue related to the need for special equipment. The existing problems in the sphere of solid waste management should be solved through a comprehensive approach and interaction of all the ministries and agencies involved in this process, jointly with the administrations of cities, towns and districts in whose territory landfills are located or those who need to fit out them,” Denis Pushilin said.

Head of Novoazovsky District’s Administration Oleg Morgun and mayor of Zhdanovka Sergey Litvinov reported on this matter. They specified all problematic issues and their possible solutions. Following the reports, the Head of State issuesd a series of instructions.

“The Control Directorate of the Head of the Donetsk People’s Republic, jointly with representatives of the State Committee for Land Resources and the State Committee for Environmental Policy under the DPR Head, are to study the issue of deploying a solid waste landfill in Novoazovsky District, in situ. The administrations of Debaltsevo, Zhdanovka, Makeyevka, Khartsyzsk, Amvrosiyevsky and Novoazovsky Districts, jointly with the State Committee for Land Resources and the Ministry of Construction Industry, Housing and Public Utilities Sector, are to arrange for the selection of land plots for their possible use for new landfills, to draw up an urban planning rationale for the deployment of landfills, to solve the issue of land management projects and evaluate their cost,” Denis Pushilin stated.

Then, First Deputy Minister of Construction Industry, Housing and Public Utilities Sector Vitaly Kizhayev reported on the elaboration of design and estimate documentation for the centralized water supply in the village of Luganskoye, Petrovsky District of Donetsk, and repair of the water supply network in Komsomolskoye, Starobeshevsky District, also, mayor of Donetsk Alexey Kulemzin reported on the activities to open a kindergarten in the village of Luganskoye.

Following the discussion, the Head of State instructed Donbassteploenergo State Enterprise to carry out the designing, the repair of a boiler room, the construction and installation work, the laying of a heating network in Kindergarten 41 Kolosok of Luganskoye, Maryinsky District, with the involvement of technical security, by September 1, 2020. The Ministry of Construction Industry, Housing and Public Utilities Sector is instructed to include the elaboration of a project for overhaul of Kindergarten 41 Kolosok of Luganskoye, Maryinsky District, in the program of Donetsk Regional Design Institute Donetskproekt State Enterprise.

Also, during the consideration of the matter on implementation of instructions, mayor of Torez Dmitry Lysenko reported on the process of solving the heating issue in the municipal general educational institution School 11 of Torez.

“The next issue on the agenda concerns one of the most complicated problems, which is the reconstruction of housing and social facilities destroyed during the war.

Construction brigades have been formed in cities, towns and districts of the Republic to provide assistance to the population in the reconstruction and repair of housing, as well as in the reconstruction and repair of social facilities of the DPR with humanitarian construction material,” Denis Pushilin said. Then he specified the issues to be resolved.

“This concerns, first of all, the need to use not only humanitarian material but also material purchased for budgetary funds, as well as charity materials. We need to increase the wages of qualified workers, since they remain at low rate,” Denis Pushilin stated.

They also noted that amendments had already been made to the regulatory framework on this issue at the initiative of Novoazovsky District’s authorities. Chief of the administration Oleg Morgun reported in detail on the work done.

Following the consideration of the issue, Denis Pushilin instructed the administrations of cities, towns and districts to take measures to organize the reconstruction and repair of damaged housing and social facilities in the entrusted territories with the humanitarian material by April 1, 2020. Also, he recommended them to follow the experience of Novoazovsky District’s head.
