Более двухсот делегатов от общественности собрались сегодня, 5 марта, в Донецком государственном академическом музыкально-драматическом театре для подведения промежуточных итогов реализации стратегии развития Республики «Сила Донбасса». С приветственным словом к участникам форума обратился Глава ДНР Денис Пушилин.

«Стратегия долгосрочного развития государства «Сила Донбасса» была принята в мае прошлого года. Мы все помним, какими дискуссиями сопровождался процесс ее создания. В результате мы строим экономически сильное, социально ориентированное государство на основе культуры, традиций и ценностей Русского мира. И союз с Российской Федерацией — наш твердый выбор. Чтобы достичь результатов этой стратегии, рассчитанной до 2023 года, предстоит еще многое сделать. Но уже сегодня мы можем подвести некоторые промежуточные итоги и обсудить дальнейшие планы.

Несомненно, первоочередной задачей на современном этапе становления нашего государства является восстановление и укрепление экономики, создание условий для предпринимателей. От этого зависят рабочие места, наполнение бюджета, выплата социальных пособий. В этой связи перед Министерством доходов и сборов была поставлена задача наполнения бюджета не только фискальными методами, но и за счет повышения налоговой дисциплины и грамотности налогоплательщиков. Параллельно с этим была снижена административная нагрузка на бизнес. В результате предпринятых мер удалось сохранить не только положительную динамику налоговых поступлений, но и обеспечить рекордные за последние четыре года темпы роста. В минувшем году прирост поступлений в бюджет составил 29% по сравнению с показателями 2017 года. О развитии предпринимательства и улучшении состояния экономики говорит тот факт, что в 2018 году разница между импортом и экспортом начала сокращаться, что свидетельствует о положительных тенденциях в экономике.

Промышленные предприятия в 2018 году реализовали продукции на 47% больше чем в 2017 году. Данные изменения обусловлены ростом металлургического производства и угледобычи, увеличению объемов реализации электроэнергии, продукции пищевой промышленности.

В конце прошлого года мы много внимания уделили проблемам урожая. К сожалению, мы вынуждены признать, что ситуация в агропромышленном комплексе сложилась катастрофическая. Поэтому совместными усилиями, при активном диалоге с аграриями, был предпринят ряд экстренных шагов, нацеленных на устранение проблем, сложившихся в отрасли. Под урожай 2019 года в Республике посеяно рекордное количество озимой пшеницы и ржи, план сева этих культур перевыполнен на 13%.

В январе 2019 года на заседании Правительства ДНР впервые был принят бюджет на весь календарный год. Мы наблюдаем смещение целевых ориентиров бюджетной политики. Если раньше бюджет был направлен преимущественно на восстановление объектов инфраструктуры, социальные выплаты и оборону, то сейчас он постепенно смещается в сторону экономического развития. Любые появляющиеся резервы мы тратим на социальную сферу: в прошлом году дважды повышался размер пенсии, с 1 ноября 2018 года на 10% увеличены зарплаты работников бюджетной сферы, на 20% повышены размеры стипендий. При этом задолженностей по выплате населению пенсий, социальных выплат и заработной платы работникам бюджетной сферы нет.

Выполнение социальных обязательств и защита граждан – важнейшие функции государства. Мы ведем постоянную, планомерную работу с целью повышения социальных стандартов для наших граждан, прежде всего — социально незащищенных слоев населения, которые нуждаются в поддержке со стороны государства. В ближайшей перспективе увеличение минимальных размеров заработной платы и установление размеров прожиточного минимума.

Одной из приоритетных задач остается повышение уровня занятости населения и трудоустройства выпускников. 4 марта 2019 года было заявлено о старте всенародного конкурса «Опора Республики», который выступит действенным механизмом решения задач по созданию постоянного и системно работающего кадрового резерва, а также создаст благоприятные условия для самореализации жителей ДНР.

Республике очень важна активность гражданского общества. Текущий год уже ознаменовался большим количеством общественных инициатив. В частности, внедряются такие политические новации, как Общественная палата и Молодежный парламент.

Также мы продолжаем расширять интеграционные процессы с Российской Федерацией. Это не только культурная и социальная интеграция, но и экономическая.

Особо подчеркну, что одним из трех основных направлений наряду с интеграционными процессами и развитием экономики должна стать антикоррупционная политика. И она должна быть направлена прежде всего на причины возникновения коррупции в нашем государстве.

Сделано не так уж мало. Но предстоит сделать во много раз больше. Сдвиги к улучшению жизни должен почувствовать каждый гражданин Республики!», — сказал Денис Пушилин.

Over two hundred delegates from the public gathered today, on March 5th, in the Donetsk State Academic Music and Drama Theater to sum up the interim results of the implementation of the Republic’s Development Strategy “The Strength of Donbass”. Head of the DPR Denis Pushilin addressed the forum participants with a welcoming speech.

“The long-term state development strategy “The Strength of Donbass” was approved in May last year. We all remember the discussions that accompanied the process of its creation. As a result, we are building an economically strong, socially oriented state based on the culture, traditions and values of the Russian world. And the union with the Russian Federation is our firm choice. There is still much must be done to achieve the results of this strategy by 2023. But today we can sum up some intermediate results and discuss further plans.

Undoubtedly, the primary task at the current stage of the formation of our state is the restoration and strengthening of the economy, the creation of conditions for entrepreneurs. Jobs, budget filling, payment of social benefits depend on that. In this regard, the Ministry of Revenues and Duties has been tasked with filling the budget by using not only fiscal methods, but also by improving tax compliance and competence of taxpayers. Along with that, the administrative burden on the business has been reduced. As a result of the measures taken, we have managed to maintain not only the positive dynamics of tax revenues, but also to ensure a record growth rate over the past four years. Last year, the increase in budget revenues amounted to 29% compared with 2017. The development of entrepreneurship and the improvement of the condition of the economy is evidenced by the fact that in 2018 the difference between imports and exports has begun to decline, which indicates positive trends in the economy.

Industrial enterprises in 2018 sold products by 47% more than in 2017. These changes stem from to the growth of steel production and coal production, the increased sales of electricity, food industry products.

At the end of last year, we paid much attention to the problems of the harvest. Unfortunately, we have to admit that the situation in the agro-industrial complex was catastrophic. Therefore, by joint efforts, with an active dialogue with agricultural producers, a number of emergency steps were taken to address the problems prevailing in the industry. For the harvest of 2019, a record amount of winter wheat and rye has been sown in the Republic, the program for sowing these crops has been overfulfiled by 13%.

In January 2019, at a meeting of the Government of the DPR, the budget for the entire calendar year was adopted for the first time. We are seeing a shift of milestones in fiscal policy. If earlier the budget was focused mainly on the restoration of infrastructure, social benefits and defense, now it is gradually shifting towards the economic development. We spend any emerging reserves on the social sphere: last year the pension was raised twice, starting November 1st, 2018 the salaries of public sector employees were increased by 10%, the amount of scholarships was increased by 20%. At the same time, there are no arrears in the payment of pensions, social benefits, and wages to public sector employees.

The fulfillment of social obligations and the protection of citizens are the most important functions of the state. We carry out a constant, systematic work with the aim of raising the social standards for our citizens. First of all, socially vulnerable groups of the population who need support from the state. In the short term, it’s planned to increase the minimum wage and the establishment of the amount of the subsistence wage.

One of the priorities is to increase the employment rate of the population and the employment of graduates. On March 4th, 2019, we announced the start of the nationwide contest called “The Foothold of the Republic”, which will act as an effective mechanism for performing tasks to create a permanent and systematically working personnel reserve, as well as create favorable conditions for self-fulfillment of residents of the DPR.

The proactive attitude civil society is very important to the republic. The current year has already been marked by a large number of public initiatives. In particular, such political innovations as the Public Chamber and the Youth Parliament are being implemented.

We also continue to expand the integration processes with the Russian Federation. This involves not only cultural and social integration, but also economic one.

I emphasize that anti-corruption policy should be one of the three main areas, along with integration processes and economic development. And it should be focused, first of all, on the causes of corruption in our state.

Quite a few things has been done. But, many times more is to be done. Every citizen of the Republic should feel the shifts towards a better life!” Denis Pushilin said.
