В Минске завершилась работа политической подгруппы в рамках переговоров Трехсторонней контактной группы. Об итогах дня рассказала Постоянный полномочный представитель ДНР в Минске, министр иностранных дел Наталья Никонорова.
«На сегодняшнем заседании политической группы представители Украины сделали много откровенно провокационных заявлений и комментариев. Видимо, цель данной риторики состояла в стремлении в очередной раз уйти от обсуждения первого и наиболее приоритетного вопроса из трех указанных в повестке дня — согласования компромиссного порядка вступления в силу закона об особом статусе Донбасса. При этом данная повестка утверждена и указывается как официальная в письмах от ОБСЕ участникам переговорного процесса.
С целью поиска путей выхода из переговорного тупика, в котором находится политическая группа из-за отказа Киева от обсуждения формулы Штайнмайера, координатором ОБСЕ было предложено перейти к рассмотрению второго пункта повестки дня – осуществления амнистии. Координатор представил рабочий документ по данному вопросу и предложил сторонам предоставить свои позиции по нему. Представители республик приняли решение приступить к дискуссии, но украинская сторона и по этому вопросу не готова были предоставить официальный ответ», — отметила Никонорова.
Полпред ДНР вновь подчеркнула, что, саботируя переговорный процесс, Киев явно демонстрирует свое неуважительное отношение к Минскому процессу и усилиям его участников и посредников. Поэтому основным условием политического урегулирования остается прямой и результативный диалог между Киевом и Донбассом по наиболее приоритетным и утвержденным вопросам повестки дня.
The work of the political subgroup in the framework of the negotiations of the Trilateral Contact Group has finished in Minsk. The DPR Permanent Plenipotentiary Representative in Minsk, Foreign Minister Natalia Nikonorova spoke on the results of the day.
“At today’s meeting of the political group, the representatives of Ukraine made many frankly provocative statements and comments. Apparently, the goal of this rhetoric was to strive once again to avoid discussing the first and highest priority issue of the three appearing on the agenda — agreeing on a compromise procedure for the entry-into-force of the law on the special status of Donbass. At the same time, this agenda was approved and indicated as official in the letters from the OSCE to the parties to the negotiation process.
In order to find ways out of the negotiation dead-end, which the political group has ended up in due to Kiev’s refusal to discuss Steinmeier’s formula, the OSCE coordinator proposed to proceed with the consideration of the second agenda item – the implementation of the amnesty. The coordinator provided a working document on this issue and proposed the parties to provide their standpoints on it. The representatives of the republics decided to start the discussion, but the Ukrainian party was not ready to provide their official answer on this issue either,” Nikonorova noted.
The DPR plenipotentiary again emphasized that by sabotaging the negotiation process, Kiev clearly demonstrated its disrespectful attitude to the Minsk process and the efforts of its participants and mediators. Therefore, the main condition for the political settlement remains direct and effective dialogue between Kiev and Donbass on the most priority and approved issues of the agenda.
