В соответствии со статьями 59, 60 Конституции ДНР в целях обеспечения граждан Донецкой Народной Республики основным документом, удостоверяющим личность, Указом Главы ДНР постановлено утвердить Положение о паспорте гражданина ДНР.

Согласно Указу «Об утверждении Положения о паспорте гражданина Донецкой Народной Республики», Министерству внутренних дел ДНР поручено обеспечить выдачу паспорта гражданина Донецкой Народной Республики в первоочередном порядке гражданам, достигшим возраста от 14 до 16 лет

Привести свои нормативные правовые акты в соответствие с настоящим Указом.

Граждане Донецкой Народной Республики, достигшие возраста от 14 до 16 лет и не получившие на день вступления в силу настоящего Указа паспорт гражданина ДНР, не подлежат к ответственности за нарушение требований Положения о паспорте гражданина ДНР в части несвоевременного получения паспорта гражданина ДНР.

Паспорт гражданина ДНР, выданный и изготовленный до вступления в силу настоящего Указа, считать действительным и не подлежащим замене, кроме случаев, предусмотренных Положением о паспорте гражданина ДНР.

Правительству ДНР поручено обеспечить приведение своих нормативных правовых актов и нормативных правовых актов иных органов исполнительной власти в соответствие с требованиями настоящего Указа.

Нормативные правовые акты Правительства ДНР и иных органов исполнительной власти до приведения их в соответствие с настоящим Указом применяются в части, не противоречащей настоящему Указу.

Контроль исполнения пунктов 2.4 настоящего Указа возложены на министра МВД ДНР Дикого А.А.

Настоящий Указ вступает в силу по истечении 10 дней со дня его официального опубликования.

In accordance with Articles 59 and 60 of the DPR Constitution, in order to provide the citizens of the Donetsk People’s Republic with the principal document attesting the identity, by Order of the Head of the DPR, it has been decided to approve the Regulations on the passport of a DPR citizen.

According to the Order on the Approval of the Regulations on the Passport of a Citizen of the Donetsk People’s Republic, the DPR Ministry of Internal Affairs is instructed to ensure the issuance of the passport of a citizen of the Donetsk People’s Republic as a matter of priority to citizens who have reached 14 to 16 years of age.

Regulatory legal acts are to be brought into accordance with this Order.

Citizens of the Donetsk People’s Republic who have reached 14 to 16 years of age and who have not obtained the passport of a DPR citizen on the day of this Order coming into force are not liable for violating the provisions of the Regulations on the passport of a DPR citizen, as regards the late receipt of a DPR citizen’s passport.

The passport of a DPR citizen that was issued and made prior to the entry-into-force of this Oder shall be considered valid and not subject to reissuance, except for the cases provided for by the Regulations on the passport of a DPR citizen.

The DPR Government is instructed that their regulatory legal acts and regulatory legal acts of other executive bodies be brought into accordance with the requirements of this Order.

Regulatory legal acts of the DPR Government and other bodies of executive power, before bringing them into accordance with this Order, shall be applicable to the extent that does not contradict this Order.

Minister of Internal Affairs A.A. Dikiy is entrusted with monitoring the implementation of paragraphs 2.4 of this Order.

This Order shall enter into force 10 days after its official publication.
