Несмотря на то, что в Комплексе мер прописан четкий порядок выполнения политических пунктов, представители Украины продолжают настаивать на своей очередности реализации утвержденной в Минских соглашениях последовательности. Первоочередными являются согласованные с республиками вступление в силу закона об особом статусе Донбасса, осуществление амнистии и конституционной реформы. Именно эти вопросы, и прежде всего имплементация формулы Штайнмайера, должны обсуждаться на заседаниях политической группы в Минске. Однако вместо этого Киев прилагает все усилия для безрезультатного затягивания мирного урегулирования, создавая только формальную иллюзию своего участия в переговорном процессе.
Полпред ДНР в Контактной группе Наталья Никонорова в очередной раз подчеркнула недопустимость саботажа переговоров и призвала разблокировать работу политической группы. По ее словам, необходимо как можно скорее начать продуктивный прямой диалог между сторонами конфликта — Украиной и республиками Донбасса — по реализации политических пунктов, закрепленных в основном документе Минского пакета.

Despite the fact that the Complex of Measures prescribes a clear procedure for the implementation of the political items, the representatives of Ukraine continue to insist on their order of implementation of the sequence approved by the Minsk Agreements. The priorities are the entry-into-force of the law on the special status of Donbass, the implementation of the amnesty and constitutional reform agreed with the republics. It is these issues, and above all the implementation of Steinmeier’s formula, that should be discussed at the meetings of the political group in Minsk. However, instead of this, Kiev is making every effort to bring the peace settlement to negative delay, creating only a formal illusion of their participation in the negotiation process.
DPR plenipotentiary to the Contact Group Natalya Nikonorova once again emphasized the inadmissibility of sabotaging the negotiations and called for unblocking the work of the political group. According to her, it is necessary, within the shortest possible time, to begin a productive direct dialogue between the parties to the conflict — Ukraine and the republics of Donbass — on the implementation of the political items that are enshrined in the principal document of the Minsk package.
