The information about the possible “all for all” exchange is not true, since Ukraine does not indent to do so, DPR Human Rights Commissioner Darya Morozova stated on March 2.

“A prisoner swap based on the “all for all” formula, which is set out in the Minsk Agreements, will not be carried out unfortunately, since more arrests will inevitably happen. Accordingly, we have an intermediate formula at the moment, based on which we carried out the last exchange. This is the formula “all identified for all identified”.

Yesterday’s statement does not correspond to reality, because the Ukrainian party has not identified any person for us since the last exchange. That is, the formula “all identified for all identified” does not work now.

If we really want to make a huge breakthrough in the process of releasing, then we need to start working and identify people. The Ukrainian side does not intend to do that at the moment,” Darya Morozova said.
